The City of Concord, New Hampshire, is seeking proposals from Qualified Environmental Professional (QEP) firms for hazardous materials remediation at the historic Concord Stables Building. - Government Buyer: - City of Concord, Community Development Department, Purchasing Division - OEMs and Vendors: - Notable plan holders and potential vendors include Loureiro Engineering, The BETA Group, EnviroVantage, and Northbridge Environmental - Products/Services Requested: - Comprehensive QEP services for management, oversight, documentation, and reporting of hazardous materials remediation - Removal and abatement of asbestos-containing materials (ACMs), lead-based paint (LBP), PCB-containing paint, and universal wastes - Specific remediation activities include: - Removal of ~80 linear feet of pipe insulation, 1200 sq ft of joint compound, window glazing, 4500 sq ft of lead-based paint (sand blast), PCB paint (chemical stripping), and disposal of hazardous materials (e.g., mercury light ballasts, lead acid batteries, electrical transformer, above ground storage tanks, miscellaneous chemicals) - Encapsulation of PCB-contaminated substrates where full removal is not feasible - Project management, community engagement, cleanup planning, permitting, air-quality sampling, and post-remediation reporting - Unique/Notable Requirements: - Strict compliance with federal grant requirements (2 CFR Parts 200 & 1500, 40 CFR Part 33), Davis-Bacon wage requirements, Build America Buy America provisions, and Section 106 - Coordination with New Hampshire Department of Environmental Services (NHDES) for review and approval of remedial planning documents - Adherence to OSHA HAZWOPER standards for site workers - Community engagement and public outreach are integral to the project - Project supports redevelopment of the site as a museum or community space, with a focus on environmental justice and historic preservation - Estimated contract value: $375,000 to $1,075,000

The City of Concord, New Hampshire is seeking proposals from Qualified Environmental Professional (QEP) firms to provide technical services for the remediation of hazardous building materials in the historic Concord Stables Building located at 111.5 Warren Street, Concord, NH. The QEP will manage, oversee, document, and report all aspects of the cleanup of this historic building. The scope includes compliance with federal grant requirements, coordination with the New Hampshire Department of Environmental Service (NHDES), and adherence to OSHA HAZWOPER standards and other applicable regulations. The project aims to prepare the building for restoration and eventual redevelopment, potentially as a museum or other uses consistent with the City's master plan.
