Horizon Behavioral Health is seeking proposals from qualified independent evaluators to provide comprehensive evaluation services for its federally funded Substance Abuse and Mental Health Services Administration (SAMHSA) Children's Mental Health Initiative (CMHI) System of Care Grant. The selected evaluator will collaborate with Horizon over a four-year period to support implementation, continuous quality improvement, performance monitoring, SPARS reporting, and evaluation of project outcomes. The evaluator must work closely with project leadership while maintaining sufficient independence to provide objective evaluation findings and recommendations.
