The City of Laredo Engineering Department is seeking qualified firms to provide Construction Materials Quality Testing and Subsurface Exploration Services for city construction projects from FY2026 to FY2030. - Government Buyer: - City of Laredo Engineering Department - Contact: Eliud De Los Santos, P.E. - Scope of Services: - Professional geotechnical engineering and construction materials testing - Includes Proctor Sampling, Sieve Analysis, Atterberg Limits, Wet Ball Mill Test, Density Control Testing, Concrete Cylinder testing, Asphalt Sampling and Cores, Depth Check for Caliche Base/Asphalt, Torque testing, Weld testing, and other required tests - Subsurface exploration for city projects - Unique Requirements: - Firms must obtain Texas Department of Transportation (TxDOT) laboratory certification within one year if not already certified - Firms without certification may be assigned projects not requiring TxDOT certification at the City's discretion - All required certifications must be maintained in good standing throughout the contract - Contract Structure: - Initial term of two years, with an option to renew for an additional two years (total up to four years) - No specific OEMs or product vendors are named, as this is a qualifications-based solicitation for professional services

Description

The City of Laredo is soliciting Statements of Qualifications (SOQs) from qualified firms to provide professional Construction Materials Quality Testing and Subsurface Exploration Services. The contract will be awarded on a rotation basis for geotechnical engineering and construction materials testing for city construction projects. The term of the Professional Service Agreements is two years with an option to renew for an additional two years, covering October 1, 2026 through September 30, 2030. Consultants must submit their RFQ statements electronically or by hand delivery by August 13, 2026, and a virtual pre-response conference will be held on July 28, 2026.
