Description
The Fleet Logistics Center Norfolk, Virginia is seeking information on qualified and experiences sources for planning purposes in an effort to derive a contract vehicle that will provide contractor support for the Navy Public Affairs Support Element (NPASE), in providing asset tracking software that allows users to: check material in/out to individuals, add/delete items from inventory, and track inventory by its locations. Due to the high volume of transactions per day at each of NPASE’s locations, a system is needed to easily and uniformly document what material is at each location, who is using it and when each transition takes place. This would be a cloud based inventory and asset tracking software and associated equipment that is CAC enabled for check out of materials by individuals. The proposed contract vehicle will provide supplies and services in accordance with the attached DRAFT Statement of Work. Subject to FAR Clause 52.215-3, entitled "Solicitation for Information of Planning Purpose," this announcement constitutes a Sources Sought Notice for Information Only. This is not a solicitations announcement for proposals and no contract will be awarded from this announcement. This sources sought notice is not to be construed in any way as a commitment by the Government, nor will the Government pay for the information submitted in response.
Please see the attached draft PWS to review required specifications, basic scope, and deliverables. Responses to this sources sought notice shall reference the sources sought number and shall include the following information in this format:
1. Company name, address, Point of Contact Name, phone number, fax number and email address.
2. Contractor and Government Entity (CAGE) Code.
3. Size of Business - Large Business, Small Business, 8(a), HubZone, Woman-Owned Small Business, Economically Disadvantaged Woman-Owned Small Business, and/or Service Disabled Vereran-Owned Small Business.
4. Capability statement displaying the contractor's ability to provide the minimum requirements of the Statement of Work to include past performance information and ability to interface and provide the required equipment. If past performance information is provided, please include only relevant past performance on the same/similar work within the last 3 years. Please also include in past performance information the contract numbers, dollar value, and period of performance/lead time for delivery for each contract referenced in the response to this sources sought notice.
5. Include any other supporting documentation to include your GSA contract number and contracting experience under GSA task orders awarded, task order number, award date, period of performance/lead time for delivery, sub or prime, and brief description.
6. Please provide any questions, comments, feedback regarding the draft SOW, planned contract type or any other associated information. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area, expertise, qualification, and experience to compete for this acquisition. Standard company brochures will to be reviewed. Submissions are not to exceed (5) type written pages in to less than 12 point font. Responses should be emailed to sarah.e.walsh25.civ@us.navy.mil by 2:00pm on Wednesday 29 July 2026. Again, this is not a request for a proposal. Respondents will not be notified of the results and the Government is not required to answer any questions submitted in regards to this RFI/3sources sought notice.
