In accordance with RFO 5.101(c), The 194th Wing Contracting Office issues the following Pre Solicitiation notice:

4)(i) Description - The following requirement is intended to be awarded to Creative Outdoor Advertising of America Inc as a sole-source procurement for fulfillment:

Advertisement Mix, Spokane WA area x 23 public park benches, 12 months

(4)(vii) Creative Outdoor Advertising is sole advertising company for Spokane public park advertisements for the selected advertising area. All other companies would be an unnecessary third party for the requirement and no equivalent companies are known to have authorization for the same advertising spaces. As such, the proposed contract action is not being considered for competitive award.
