Rockland County Department of Mental Health is seeking a qualified organization to implement and manage public access to opioid overdose reversal medication through vending machines and emergency kits: - Government Buyer: - Rockland County Department of Mental Health - Products/Services Requested: - Four (4) Naloxone (Narcan) vending machines - Up to sixty (60) Naloxbox emergency kits - Full-service implementation and management, including: - Purchase, installation, stocking, operation, monitoring, and maintenance of all machines and kits - OEMs and Vendors: - No specific OEMs or vendors are named in the solicitation - Unique or Notable Requirements: - Funded by Opioid Settlement Funds - 24/7 free public access to Naloxone (Narcan) - Subcontracting is not permitted - Preference for agencies with local connections, but not required - Submission of cost and technical proposals, past performance, disclosures, and compliance with insurance and federal clauses - Maximum contract value of $435,000 over five years

Description

The Rockland County Department of Mental Health seeks proposals from qualified organizations to establish, operate, and sustain four Naloxone vending machines and up to sixty Naloxboxes. This initiative, supported by Opioid Settlement Funds, aims to expand public access to Naloxone, an opioid overdose reversal medication, by providing free, 24/7 availability throughout Rockland County. The selected organization will be responsible for purchasing, installing, stocking, operating, monitoring, and maintaining these machines and kits. The contract will last five years with a maximum value of $435,000, starting around November 1, 2026.
