Sole Source Secondary Water Treatment Services with Barclay iChlor® System for VA Maryland Healthcare System

This notice announces the VA Maryland Healthcare System's intent to award a sole source contract for secondary water treatment services at Loch Raven and Baltimore VA Medical Centers. - The contract will be awarded to Barclay Water Management, Inc., the OEM and sole provider of the iChlor® secondary water treatment system. - Barclay Water Management is the only vendor authorized to provide, operate, and maintain the iChlor® system, including continuous remote monitoring and operation by a State licensed operator. - The iChlor® system is proprietary and not available through distributors or secondary vendors. - All work, including operation, maintenance, and permit compliance, will be performed by Barclay Water Management employees. - The contract covers a complete turn-key solution for secondary water treatment at the specified VA Medical Centers. - No competing vendors or alternative products are identified due to the proprietary nature of the iChlor® system.

In the interests of your Facility and its patients, Barclay Water Management maintains control of our iChlor® systems and does not offer them through distribution or secondary vendors. The following are the main reason that we maintain control of our iChlor® systems: iChlor® Systems require continuous remote monitoring and a State licensed operator that is provided by Barclay Water Management. Barclay s name is listed on the equipment providing the disinfectant to the Facility, which then reports to the EPA. iChlor® is a propriety system to Barclay Water Management. All work is performed by direct-hire Barclay Water Management employees, including manufacturers of iChlor®. Barclay is responsible for the operation, maintenance, permit compliance of the unit, making it a complete turn-key solution. For the reasons stated above we do not give control access of the iChlor® unit to anyone outside of Barclay. Please know we take safety very seriously, as our name and reputation are tied to the unit s performance.
