Description
Brand Name Justification for three (3) Spectralis Optical Coherence Tomography Systems and equipment. The Department of Veterans Affairs (VA) intends to procure the SPECTRALIS Optical Coherence Tomography (OCT) System and equipment from Alvarez, LLC via the NASA SEWP Government-Wide Acquisition Contract (GWAC). Alvarez, LLC through L1 Enterprises, Inc. is the authorized SDVOSB vendor to manage SEWP Contracted items under SEWP Contract NNG15SD19B.
RFO 16.507-6(b)(2): Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized. BRAND NAME ONLY
Based on the market research no other manufacturer of a domestic product can meet the agency’s requirement. Neither the VA nor SBA Rule of Two can be met. IAW RFO 16.507-6(b)(2, this action will be awarded as Sole Source, on SEWP contract NNG15SD19B.
