This notice announces the Air Force's intent to make a sole source purchase for a specialized aircraft maintenance system. - Procuring Agency: 99th Contracting Squadron (99 CONS LGC), Nellis Air Force Base, Air Combat Command - Requirement: Fuel Oil Heat Exchanger Flusher for F-15 and F-16 aircraft - Must be fully automated and equivalent to HotFlush, Inc. Model HF11 AF F15 - Operates on 240-volt single-phase power, with a minimum 11 GPM flow rate - Uses a patented pulsation process to clean FOHEs without disassembly - Accessories required: - F-15/F-16 coupler fittings and connectors - 5 x 28-micron checkable screens - 5 x 10-micron reservoir filters - 5 x 10-micron prefilter test papers - NAICS: 336413 (Other Aircraft Parts and Auxiliary Equipment Manufacturing) - PSC: 1730 (Aircraft Ground Servicing Equipment) - No specific OEM or vendor named, but HotFlush, Inc. is referenced as the model standard - Interested parties may submit capability statements with technical and cost information to be considered for competition - The government believes only one source can meet the requirement due to its specialized nature

Notice of Intent to Sole Source – 57 MXG Fuel Oil Heat Exchanger Flusher

The 99th Contracting Squadron intends to award a sole source purchase order under the authority of 10 U.S.C. 3204(a)(1), due to only one source being capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. The requirement is for the purchase of a Fuel Oil Heat Exchanger Flusher under NAICS 336413 - Other Aircraft Parts and Auxiliary Equipment Manufacturing and PSC 1730 - Aircraft Ground Servicing Equipment. See Attachment -1 Salient Characteristics for requirements and a brief description.

This notice of intent is not a request for competitive proposals, and no solicitation document exists for the requirement.  Sources interested in responding to this notice are required to submit a capability statement that includes technical data and cost information, sufficient detail and with convincing evidence that clearly demonstrates the capability to meet the requirement.  All capability statements received by the due date of this notice will be considered by the Government.

A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response.  A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government.  Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source procurement.
