The U.S. Coast Guard Office of International Acquisition Programs is seeking a contractor to support Foreign Military Sales to El Salvador by providing new land-to-sea tactical voice communication equipment and related services. - Government Buyer: - United States Coast Guard, Office of International Acquisition Programs - Products and Services Requested: - Initial site surveys and Condition Found Reports (CFRs) for five coastal operational bases in El Salvador - Procurement, installation, and testing of marine band tactical voice communication equipment - Onsite technical assistance and training for 20 personnel in Spanish - Submission of after action reports, equipment documentation, and warranties in both English and Spanish - OEM and Vendor Requirements: - Equipment must be new, with OEM documentation and warranties - Documentation must be provided in both English and Spanish - Unique/Notable Requirements: - Training must be delivered in Spanish - Site surveys and CFRs must include recommendations for equipment, site improvements, installation, testing, and training schedules - Firm fixed price breakdowns required for each site - Travel to five coastal bases in El Salvador - Detailed reporting and inspection requirements - Growth work procurement to be completed within 20 business days after work order receipt

Request for Quotation (RFQ) - Foreign Military Sales (FMS) El Salvador Communication Equipment (ZB-P-LEC)

This is a combined synopsis/solicitation for commercial services as total small business set-aside competition in accordance with Federal Acquisition Regulation (FAR) 12.201-1 – Simplified Procedures. The North American Industry Classification System (NAICS) code is 238210 - Electrical Contractors and Other Wiring Installation Contractors. This is a new requirement (no incumbent Contractor).

This requirement results from Letter of Offer and Acceptance (LOA) Case Number ZB-P-LEC between the Government of El Salvador and the United States Government.

The Government intends to award one (1) firm-fixed price Purchase Order and reserves the right to award without exchanges or communications based on initial submissions. All interested and qualified vendors are encouraged to participate.

Solicitation number 70Z02326Q92200026 is issued as an RFQ. This solicitation incorporated clauses in effect through Federal Acquisition Circular 2026-01 Effective March 13, 2026, and ongoing Revolutionary FAR Overhaul (RFO) deviations and updates.
