The Department of the Navy's Puget Sound Naval Shipyard & Intermediate Maintenance Facility (PSNS & IMF) is seeking a contractor for on-site preventive maintenance and ISO 17025:2017 accredited calibration of laboratory pipettes and dispensers. - Government Buyer: - Department of the Navy, Naval Sea Systems Command (NAVSEA), Puget Sound Naval Shipyard & Intermediate Maintenance Facility (PSNS & IMF) - Products/Services Requested: - On-site preventive maintenance and calibration for up to 55 laboratory pipettes and dispensers annually - Includes up to 20 fixed-volume single-channel pipettes and 35 variable-volume pipettes and dispensers per year - Services include cleaning, filter and O-ring replacement, lubrication, installation of OEM or equivalent parts, and calibration per ISO 8655-6:2022 - Calibration must be ISO 17025:2017 accredited, with certificates provided - Contractor must provide quotes for repairs outside preventive maintenance scope - Unique/Notable Requirements: - Compliance with ISO 17025:2017 and ISO 8655-6:2022 standards - Use of OEM or equivalent parts for maintenance - Calibration certificates required for all serviced equipment - Work performed at multiple Navy facilities, including secure and controlled areas - Contract includes a base year and four one-year option periods (up to five years total) - No specific OEMs or part numbers are named in the solicitation - Vendors must demonstrate technical capability and provide supporting pricing documentation

THIS NOTICE OF INTENT IS A REQUEST FOR QUOTES.
The Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF) Contracting Office (Code 400), hereby provides notice of its intent to award a full and open for SERVICE -ON-SITE CALIBRATION AND MAINTENANCE SERVICE OF GOVERNMENT OWNED PIPETTES AND DISPENSERS.
This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with Federal Acquisition Regulation (FAR) Part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued.This RFQ N4523A26Q1313 is being solicited utilizing full and open competition methods per FAR Part 6.
The associated North American Industry Classification (NAICS) code is 811210 – Electronic and Precision Equipment Repair and Maintenance The Product Service Code (PSC) is J066 - Maint/repair/rebuild Of Equipment- Instruments and Laboratory Equipment
The Vendor shall complete the pricing structure, section in its entirety and return with any other documentation, attachments or data as required by this solicitation. The contractor shall provide documentation, such as a previous invoice, proposal on company letterhead, contract or similar substantiate proposed pricing.
A full description of all requirements associated with this contract action are provided in the detailed Performance Work Statement (PWS).
Delivery shall be FOB Destination. The delivery location information is provided in the Performance Work Statement.
Unless otherwise specified in the order, the supplier is responsible for the performance of all inspection requirements and quality control. The contractor shall include schedule information in their proposal.
Place of Performance: The work to be performed under this contract will be performed at Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF) needs liquid Nitrogen delivered from the Contractor’s distribution centers to the Puget Sound Naval Shipyard – Controlled Industrial Area (CIA), Naval Base Kitsap – Bremerton, IMF – SUBASE Bangor, and IMF – Naval Station Everett.
Period of Performance:
• Base year 09/01/2026 - 08/31/2027
• Option year 1 09/01/2027 - 08/31/2028
• Option year 2 09/01/2028 - 08/31/2029
• Option year 3 09/01/2029 - 08/31/2030
• Option year 4 09/01/2030 - 08/31/2031
Provide Other Than Certified Cost or Pricing Data, such as commercial pricing list or past contract actions for similar work, either government or commercial, to support fair and reasonable pricing.
