This opportunity seeks contractor support for draining and purging fluids, batteries, and refrigerants from military and commercial equipment for the Defense Logistics Agency (DLA) Disposition Services across the continental United States (CONUS), Alaska, and Hawaii. - Government Buyer: - Defense Logistics Agency (DLA), Disposition Services - Scope of Services: - Drain and purge (D&P) services for a wide range of equipment, including engines, generators, vehicles, and air conditioning units - Removal, labeling, weighing, recycling, and disposal of fluids, batteries, and refrigerants - Contractor must provide all labor, equipment, and UN-approved DOT containers - Mobilization/demobilization charges for CONUS, Alaska, and Hawaii installations (one-time per task order) - Services must comply with all applicable Federal, state, DoD, and installation-specific regulations - Timely completion and certification of drainage required (within 30 days of task order issuance) - Contract Structure: - Firm-Fixed-Price (FFP) Indefinite Delivery/Indefinite Quantity (IDIQ) contract - 12-month base period plus two 12-month option periods (up to three years total) - OEMs and Vendors: - No specific OEMs or vendors are named; open to qualified small businesses - Unique Requirements: - Contractor must supply UN-approved containers and ensure compliance with EPA and DoD standards - Mobilization/demobilization CLINs cover travel and setup costs for each task order

DLA Disposition Services CONUS, Hawaii & Alaska Drain & Purge
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12, “Streamlined Procedures for Evaluation and Solicitation for Commercial Items,” as supplemented with additional information included in this notice.
The solicitation number is SP4510-26-Q-1037 and is being issued as a request for quotation (RFQ).
This acquisition is a 100% Small Business Set-Aside for Drain and Purge (D&P) services in support of DLA Disposition Services throughout CONUS, Hawaii, and Alaska. The applicable North American Industry Classification System (NAICS) code is 562119, with a small business size standard of $47.0 million.
Period of Performance and Contract Type The Government intends to award a Firm-Fixed-Price (FFP) contract consisting of one (1) 12-month base period and two (2) 12-month option periods. The total period of performance, including all options, shall not exceed three (3) years. This requirement is a Firm-Fixed-Price IDIQ time-and-materials contract. Pricing must be Fixed Price & Time and Materials Price for the entirety of services quoted.
Questions and Submission All questions related to this acquisition shall be submitted via email to june.lee@dla.mil and are to be received no later than 03:00 PM (EST), Aug 20, 2026. All questions will not be answered via telephone. Answers will be submitted to SAM.gov as an amendment to the solicitation. Questions that occur after the cut-off, but are considered significant, will be accepted and discussed only with vendors that have submitted a quote. Quotes shall be submitted via email to june.lee@dla.mil. All quotes and additional documentation are due by 03:00 PM (EST), Sept 04, 2026.
Attachments and Performance Requirements See Attachments for the Price Schedule and Specifications/Additional Terms. All contractor performance shall be in a safe manner, in compliance with all applicable laws and regulations, and all installation policies. Any required documentation and service-related requirements, including installation access, are the responsibility of the contractor, with coordination as necessary with the site POC. Deliveries must be during normal installation hours, excluding Federal holidays.
