Description

The City of Dubuque Planning Services Department is seeking proposals from qualified professional consulting firms or teams to update the City's existing Downtown Master Plan. The plan encompasses areas such as commerce, culture, education and entertainment, historical features, public space and open areas, residential living, and transportation. The selected consultant will be responsible for producing all deliverables defined in the Scope of Work with assistance from staff and the Project Team. Proposals are due by September 2, 2026, and consultant interviews will be held between September 14-18, 2026.
