Santa Clarita Valley Water Agency (SCV Water) is seeking a qualified consultant to provide comprehensive asset management, operations, and maintenance (O&M) services for its solar photovoltaic (PV) portfolio in Santa Clarita, California. - Government Buyer: - Santa Clarita Valley Water Agency (SCV Water) - Locations: Castaic I, Castaic II, and Pine Street solar sites - OEMs and Vendors: - Sun Tech (manufacturer of 180 Watt Mono-Crystalline Solar Panels at Pine Street site) - PowerTrack by Stem (performance monitoring platform currently in use) - Products/Services Requested: - Asset management, O&M, preventive and corrective maintenance, performance monitoring, system optimization, reporting, risk management, and lifecycle planning for three PV sites: - Castaic I: 0.95 MW - Castaic II: 3.5 MW - Pine Street: 30.251 kW (202 Sun Tech 180W panels) - Vegetation management and wildfire mitigation - Panel washing and site maintenance - Cybersecurity and value-added services (e.g., predictive maintenance) - Use of PowerTrack monitoring platform for system performance - Unique/Notable Requirements: - Consultant must act as a strategic asset management partner, providing all labor, equipment, software, materials, and supervision - Adherence to industry best practices, codes, safety regulations, and manufacturer recommendations - Service Level Agreements (SLAs) for system availability (99%) and response times - Use of licensed contractors in California and demonstrated experience with similar solar PV projects - Detailed insurance requirements and risk management provisions - Annual energy production estimates and site specifications provided - Contract managed electronically via PlanetBids - Initial contract term of two years, with up to three one-year renewable extensions

Santa Clarita Valley Water Agency (SCV Water) is seeking a qualified consultant to provide comprehensive photovoltaic asset management, operations and maintenance (O&M), preventive maintenance, corrective maintenance, performance monitoring, system optimization, reporting, risk management, and lifecycle planning services for its photovoltaic portfolio. The consultant will act as a strategic asset management partner, providing expertise, labor, equipment, software, materials, supervision, and support to maximize system performance, reliability, safety, and long-term asset value. Services include proactive monitoring, performance degradation identification, operational risk management, maintenance activities, asset record keeping, and recommendations to support operational and financial objectives. The contract term is two years with up to three one-year renewable extensions.
