The motion was filed by Black Hills Colorado Electric, LLC; Black Hills Power, Inc.; Cheyenne Light, Fuel and Power Co.; El Paso Electric Company; Public Service Company of Colorado; Tucson Electric Power Company; and UNS Electric, Inc.
