2. Set-Aside Status

The Government intends to solicit this requirement as a 100% Total Small Business Set-Aside.

4. Description of Requirement

The 109AW requires commercial, extreme cold-weather expeditionary shelter systems and replacement fabric components engineered for sub-zero polar environments.

Specific Commodities Required:

CLIN 0001: 1 EA - Heavy-Duty Barrel Cover (14'x28', Blue). Must be polar-grade, ripstop fabric operational to -50°F. CLIN 0002: 1 EA - Solid Endwall Panel (14' Wide, Blue). Must fit an arch-profile frame with integrated high-wind seals. CLIN 0003: 2 EA - Entry Endwall Panel with Zipper C-Door and V-Vent (14' Wide, Blue). CLIN 0004: 2 EA - Expeditionary Shelter System (Blue). Must be a self-supporting, insulated fabric envelope system with an integrated vestibule/airlock, capable of withstanding extreme polar wind and snow loads.

5. Procedures for Award & Evaluation Methodology

To reduce administrative lead time and maximize efficiency, the Government is utilizing the direct solicitation authority outlined in RFO 12.202-1(c)(2). Following this 15-day pre-solicitation notice, the Contracting Officer will directly solicit quotations from at least three (3) small business sources.

Award will be made to the responsible contractor whose quote represents the best value based on an integrated assessment of price and features. Vendors will be evaluated based on how effectively their proposed equipment meets or exceeds the required polar performance specifications.

The anticipated award date is 04 September 2026.

7. Technical Data & Qualification Requirements

All necessary technical descriptions and salient characteristics will be provided within the forthcoming Request for Quotations (RFQ). There are no specialized qualification requirements or technical data packages required prior to the release of the RFQ.

8. Statement of Consideration

While the Government intends to directly solicit following this notice, all responsible sources may submit a quotation, bid, or proposal, which shall be considered by the agency.
