This opportunity is for comprehensive maintenance and repair services for monopole antenna towers at multiple U.S. Army locations in Hawaii. - Government Buyer: - U.S. Army, HQ RCO-HI KO Directorate of Contracting, Fort Shafter, HI - 30th Signal Battalion, USARPAC Staff G6 - Scope of Work: - Annual preventive maintenance, remedial maintenance, and emergency maintenance for five monopole antenna towers at Fort Shafter, Red Hill, Mount Kaala, Diamond Head, and Mauna Loa Observatory - Emergency maintenance requires response within 2 hours and restoration within 6 working hours - Remedial maintenance must be completed within 3 working days of notification - Preventive maintenance includes inspection, lubrication, cleaning, adjustments, and replacement of minor parts - Contractor must provide all necessary parts, tools, and personnel - Replacement parts must be new and approved by the Contracting Officer Representative (COR) - Safety certifications for tower climbing required - Detailed service reports must be submitted within 3 working days after service - Services Requested: - Preventive maintenance (annual) - Remedial maintenance (as needed) - Emergency maintenance (regular and after hours) - Materials and parts supply - Unique Requirements: - Strict response and restoration timelines for emergency and remedial maintenance - Compliance with safety and reporting standards - Set aside for small businesses, including HUBZone, SDVOSB, and WOSB - No specific OEMs or part numbers are mentioned; replacement parts must be new and COR-approved. - Period of Performance: - Base year of 12 months, with four 12-month option years - Annual preventive maintenance and on-demand remedial/emergency services - Offerors must be registered in SAM and provide pricing for all CLINs.

Description

Monopole (Maintenance and Repair)

Solicitation Number: W912CN-26-Q- A045

The 30 SIG at Schofield Barracks, Hawaii, has a requirement for Monopole (Maintenance and Repair) services. All job duties and personal qualifications must be performed in accordance with the attached performance work statement (PWS). 

The period of performance shall be for one base year of 12 months, and four 12-month option years.  The period of performance reads as follows:

1. Base Year: 1 Sep 2026 to 31 Aug 2027

2. Option Year One: 1 Sep 2027 to 31 Aug 2028

3. Option Year Two: 1 Sep 2028 to 31 Aug 2029

4. Option Year Three: 1 Sep 2029 to 31 Aug 2030

5. Option Year Four: 1 Sep 2030 to 31 Aug 2031

Location of Performance: Services shall be provided at 30 SIG, BLDG 6042, HIGGINS ROAD, SCHOFIELD BARRACKS, HI 96857-5000 Offerors must be registered in the SAM database to be considered for award. Registration is free and can be completed online at http://www.sam.gov.

Addendum to 52.212-1, Instructions to Offerors - Commercial Products and Commercial Services:

(a) Notice of Question(s) Submission Deadline:

Offerors are requested to review this solicitation in its entirety, including attachments, and urged to submit any questions regarding this document to the Contracting Officer and Contract Specialist in writing via email (maletta.a.chan.civ@army.mil and erica.e.porras-henson.civ@army.mil) by 11 August 2026, 9:00 AM Hawaii Standard Time in order to allow for the preparation of answers to be provided to all prospective offerors. Any questions received thereafter may not be processed.

(b) Submittal Requirements: All quotations submitted shall confirm offered qualifications and services are in accordance with the PWS. All quotations shall include the following:

1. Pricing data as reflected per the CLIN structure provided in this solicitation.

(c) Submittal Deadline: The Offeror shall provide quotes via email to: maletta.a.chan.civ@army.mil and erica.e.porras-henson.civ@army.mil with the supporting documents as specified under paragraph (b) of this section no later than 15 August 2026, 0700 Hawaii Standard Time. Contract Writing System provided errors during release and SAM.gov is that correct deadline for submission of quotes.
