Agency/Office: U.S. Army Contracting Command – Rock Island (ACC-RI) Location: Rock Island Arsenal, IL 61299-8000 Subject: Notice of Intent to Award a Sole Source Enterprise Contract for Pegasystems Inc. Software, Support, and Services NAICS Code: 513210 – Software Publishers (Small Business Size Standard: $47 million) Product Service Code (PSC): DA10 – IT and Telecom - Business Application/Application Development Software as a Service (SaaS)

Description: U.S. Army Contracting Command – Rock Island (ACC-RI), on behalf of the Capability Program Executive Enterprise Software & Services (CPE ES2), Fort Belvoir, VA, intends to award a new sole-source, single-award Enterprise Contract (EC) Indefinite Delivery/Indefinite Quantity (IDIQ) contract to Pegasystems Inc. (CAGE Code: 42TM8, UEID: ZLJNJG6DRZJ5). 

The proposed contract will be awarded on a sole-source basis in accordance with Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(iii)(A), "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements". 

This procurement is to establish a Department of War (DoW)-wide licensing vehicle to provide proprietary Pega Software Enterprise Subscriptions (including the Pega Government Platform), direct OEM Tier-3 premium technical support, and specialized OEM professional services. These capabilities support critical enterprise business process management, low-code application development, case management, and acquisition modernization across the U.S. Army.

Therefore, the Government intends to procure this requirement on a sole-source basis directly from the Original Equipment Manufacturer (OEM), Pegasystems Inc.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS/QUOTES. However, all responsible sources who believe they can meet the full enterprise-wide scope of this requirement may submit a capability statement, which shall be considered by the agency. Information received will be considered solely for the purpose of market research. A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government.
