Description
This is a bulk lubricants requirement for locations in the continental United States, Hawaii, Japan and Spain. These requirements may be adjusted during the delivery period. Small Business set aside is for L40 only and will be designated to Service-Disabled Veteran-Owned Small Business and Small Business. The NAICS code for this procurement is 324191.
Per Quality Assurance Provision C16.56 (b), to become an eligible CLB supplier, contractor must submit product for first article inspection and requirements must be satisfied as defined in MIL-PRF-32644(AS), January 29, 2020, paragraph 4.3, First Article Inspection. First Article certification must be completed prior to offering on this solicitation. The Certificate of Analysis (COA) and Certificate of Quality (COQ) must be submitted for evaluation with the Offeror Submission Package (OSP) for determination of acceptability.

Lubricating Oil, Aircraft Turbine Engine (LA6) NSN: 9150-00-985-7031, Quantity: 60,000 USG
Lubricating Oil, Catapult Launch Engine (CLB) NSN: 9150-01-690-2455, Quantity: 20,000 USG
Lubricating Oil, Eng (LO6) NSN: 9150-00-181-8232, Quantity: 270,000 USG
Lubricating Oil, STE (LTL) NSN: 9150-01-372-6915, Quantity: 1,530,000 USG
Ordering and Delivery Period:
The delivery period for the products under these Purchase Programs is from April 01, 2027, through March 31, 2029, plus a 30-day carry-over period. The 30-day carryover period allows for delivery orders to be placed prior to the end of the ordering period.
The method of delivery is sea van (intermodal container) and tank truck.
Solicitation Availability:

Vendors will be required to submit an offer through the Offer Entry Tool (OET). The OET is a web-based tool used for submitting offers (https://oet.energy.dla.mil/epst_oet/oet.html). To request an OET account, login to AMPS (https://login.amps1.dla.mil), on the Browse Roles by Application Tab select “Energy Applications”, select “Energy OET”, select “Energy OET Prod-100”, click complete and submit request. An OET username and password will be sent via email from the EPST Provisioner. Allow 1-2 weeks for OET access.
