The U.S. Embassy Caracas, under the U.S. Department of State, is soliciting quotations for uniforms for its Facilities Staff. - Government Buyer: - U.S. Embassy Caracas (U.S. Department of State) - OEMs and Vendors: - 5.11 Tactical (referenced as the model standard for all items; equivalents accepted) - Products/Services Requested: - Women's Tactical Jersey Short Sleeve Polo (5 units, 5.11 Model 61641 or equivalent) - Professional Short Sleeve Polo, Men's (40 units in various sizes, 5.11 Model 41060 or equivalent) - Women's Tactical Pant (5 units, 5.11 Model 64386 or equivalent) - Men's Tactical Pant (60 units in various sizes, 5.11 Model 74369 or equivalent) - Packable Windbreaker Jackets (16 units in various sizes, 5.11 Model 48388 or equivalent) - Notable Requirements: - All items must be new, never used or altered - Specific colors and sizes required (Heather Gray for polos, Black for pants and jackets) - Delivery of sample items within 30 days of contract award; full delivery within 60 days after sample approval - SAM registration required for offerors - Award will be made to the lowest-priced, technically acceptable offeror - "Or equivalent" language allows for alternative brands meeting the referenced specifications

Description

The U.S. Embassy Caracas has a requirement to purchase Uniforms for Facilities Staff (FAC). Please note that this is a combined synopsis/solicitation for a commercial item, prepared in accordance with the format FAR 12.6, as supplemented with additional information included in this notice.  This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. 

The solicitation number is 19VE3026Q0010 and is issued as a Request for Quotation (RFQ). 

The solicitation/contract will include all applicable provisions and clauses in effect through FAC 2026-01 March 13, 2026.

New items ONLY, Items never used nor altered in any way.

This Request for Quotation (RFQ) does not commit the U.S. Government to make any award, and the U.S. Government may cancel this RFQ or any part of it.

Award will be made to the lowest-priced, technically acceptable offeror. The Government will evaluate complete bids first. If no complete, technically acceptable bids are received, the Government reserves the right to evaluate partial bids and make award on a lowest-priced, technically acceptable line-item basis.

System for Award Management (SAM) Registration: In accordance with FAR 52.204-7 and FAR 52.204-13, offerors must be registered in the System for Award Management (SAM), https://www.sam.gov, at the time of offer submission and at the time of contract award. Offerors shall provide their Unique Entity Identifier (UEI) and, if awarded a contract, maintain an active SAM registration with current and accurate information throughout contract performance and through final payment.
