Project 589A7-23-305, Prepare Site for Choice Dining Equipment Robert J. Dole VA Medical Center

The Department of Veterans Affairs, Network Contracting Office (NCO) 15, has a requirement for Prepare Site for Choice Dining Equipment, project number 589A7-23-305, located at the U.S Department of Veterans Affairs, Robert J. Dole VA Medical Center 5500 E Kellogg Dr, Wichita, KS 67218 The following narrative is intended to provide an overview of the scope of work for the proposed project. PROJECT DESCRIPTION AND SCOPE 1. Purpose of Project The Robert J. Dole VA Medical Center requires the construction and renovation of the existing kitchen spaces and supporting areas within Building 2 at the Robert J. Dole VA Medical Center campus. This project will prepare approximately 2,500 SF of existing food service space for the installation, relocation, and operation of Choice Dining production equipment and associated support areas as stated below. This project shall be executed in a phased manner, following the three-phase sequence defined in the design narrative, to maintain uninterrupted Nutrition & Food Services (NFS) operations and continuous medical center functionality throughout construction. All construction work shall be performed in full compliance with the complete set of bidding documents, including all contract drawings, specifications, and design narratives associated with this solicitation. The general contractor shall furnish all labor, supervision, materials, tools, and equipment necessary to execute the required scope of work. 2. Scope of Work The work includes, but is not limited to, the following: Work shall be sequenced according to the three defined phases: Phase 1: Partial demolition in the hot production/tray line entry Phase 2: Demolition and renovation of hot production, tray assembly, and cold food prep Phase 3: Demolition and renovation of Administration area Construction will consist of, but is not limited to, the following: Selective demolition and removal of existing systems, finishes, and food production equipment as identified on the demolition drawings, including tray assembly line components, wall and ceiling finishes, MEP elements, and other obsolete utilities. Renovation and reconfiguration of architectural, mechanical, electrical, and plumbing elements, including installation of new partitions, ceilings, lighting, casework, and interior finishes to support the new Choice Dining production layout. Relocation and reuse of existing kitchen equipment, including coordination with VA staff for disconnecting, moving, and reconnecting equipment per design documents. Installation of new kitchen equipment utility connections, including new power, plumbing, floor sinks, domestic hot and cold water, gas piping extensions, steam-to-domestic hot water generator replacement, and waste connections. HVAC modifications, including rebalancing and reconfiguring existing rooftop AHU supply and return, replacing terminal unit FPVAV 2 5, installing new diffusers and grilles, and integrating all HVAC controls into the existing Building Management System. Electrical upgrades, including analysis and reuse of existing panels, installation of a new equipment panel, provision of new receptacles, shunt trip receptacles, power drops, lighting, and occupancy sensors. Fire protection system modifications, including temporary upright sprinkler coverage during construction, removal of existing heads in active zones, and installation of new sprinklers. Site preparation for installation of Government furnished food service equipment, including structural supports, utility connections, and required interfaces. Hazardous materials abatement, including asbestos remediation in areas identified during construction; asbestos containing materials are expected in some work areas and must be removed or handled per applicable VA, EPA, OSHA, and state/local regulations. All other items as described in the contract documents. This construction work is located in an occupied, operational clinical facility and must be performed in a manner that allows medical care services to continue uninterrupted throughout construction, This requires carefully phased construction, strict adherence to ICRA, infection control, noise/vibration limits, and daily coordination with the VA COR and end users. Construction may also include the abatement of any asbestos as identified on the provided drawings. The construction of this project will take place in a very busy occupied building and is to be completed to allow medical care functions to be maintained uninterrupted throughout construction necessitating carefully phased construction and coordination with VA COR/users, including strict adherence to ICRA requirements.

The estimated project cost range to complete this work is Between $500,000 and $1,000,000. Pursuant to 38 USC 8127(d) and in accordance with Public Law 109-461, the Veterans Benefits, Health Care and Information Technology Act of 2006, this construction project will be solicited as a Total set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). The North American Industry Classification Code (NAICS) for this procurement is 236220 Commercial and Institutional Building Construction, with a small business size standard of $45.0 million. Contract Type: Firm Fixed. The duration of the project is estimated to be 210 calendar days from Notice to Proceed. This completion period includes final inspection and cleanup of the premises. Award will be made utilizing Best Value Source Selection Process in accordance with Federal Acquisition Regulation Part 15. Proposal submission instructions will be included in the solicitation package. The government plans to award without discussions. The offeror is responsible to monitor and download any amendments from the Contract Opportunities (https:// sam.gov) website, which may be issued to this solicitation.
