FEMA's Incident Support Section is seeking proposals for the purchase of tractors and front loaders to support operations at the Selma MHSS facility in Alabama. - Government Buyer: - Department of Homeland Security (DHS) - Federal Emergency Management Agency (FEMA) - FEMA Logistics Management Directorate, Incident Support Section - Products Requested: - Four (4) new or like-new tractors with attachments - Minimum 145-150 horsepower - 4x4 suspended power axle, hydrostatic steering - Mechanical self-leveling front loader - Solid tires, 12-month full warranty, 36-month powertrain warranty - Additional features: continuously variable transmission, closed center load sensing 29 GPM pump, 110V engine heater, A/C and heat with auto climate control, adjustable steering column, air seat, dual wide-angle telescoping mirrors, loader scale, 7' wide HD front bucket, 5000 lb 48" HD fork attachment, 2000 lb weights front and back, LED light, dealer parts and repair manuals - Four (4) front loaders - Quantities: - 4 tractors with attachments - 4 front loaders - Notable Requirements: - Delivery within 90 days of award to Selma, Alabama - Compliance with DHS security policies - Prohibition on certain foreign telecommunications and surveillance equipment - Evaluation based on technical approach, delivery, and price (best value tradeoff) - Potential for multiple awards - No specific OEMs, part numbers, or brands are specified; all tractors must meet the detailed technical specifications outlined in the Statement of Work.

Description

This is a combined synopsis/solicitation for commercial item prepared in accordance with the format in FAR Part 12 Acquisition of Commercial Products and Services, in conjunction with FAR Part 15 Contracting by Negotiations as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

FEMA is issuing a Request for Proposal (RFP) under FAR Part 12 Acquisition of Commercial Items. The solicitation documents and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation – Revolutionary FAR Overhaul.

The Government anticipates a Purchase Order type contract that demonstrates the best value to the Government. The Government requests a proposal in response to The Statement of Work (SOW)Attachment. The proposal shall be submitted within the Technical Specifications of the SOW. The Government reserves the right to cancel this solicitation without award if the needs of the requirement are not met. This RFP does not commit to the Government to pay for the preparation and submission of a proposal.
