The USDA Foreign Agricultural Service (FAS), Global Programs, is seeking a sole source subscription to the London Stock Exchange Group (LSEG) World Check One Advance Service for compliance screening. - Government Buyer: - United States Department of Agriculture (USDA), Foreign Agricultural Service (FAS), Global Programs - Contracting office: OCP-POD-ACQ-MGMT-BRANCH-FTC - OEMs and Vendors: - Refinitiv US, LLC (operating as part of London Stock Exchange Group) - Products/Services Requested: - LSEG World Check One Advance Subscription Service - Includes access to WorldCheck One Database and MediaCheck Database - Supports ad-hoc and batch monitoring of politically exposed persons, sanctions lists, regulatory/law enforcement lists, negative media, and US SAM - 12 users for WorldCheck One Database services (queries/screenings, ongoing monitoring, email alerts) - 12 users for MediaCheck Database services (media report screenings, ongoing monitoring) - Subscription database access for enhanced compliance screening - Unique/Notable Requirements: - Sole source procurement; only Refinitiv US, LLC (LSEG) is authorized to provide the service - Access must be provided within 3 business days of contract award - One-year base period with two one-year option periods (up to three years total) - Compliance with federal anti-discrimination laws and prohibition of supplier terms inconsistent with federal law - Not set aside for small businesses; not open for competitive quotes

Description

The United States Department of Agriculture (USDA), Foreign Agricultural Service (FAS), Global Programs (GP) intends to acquire on a Sole Source basis to Refinitiv US, LLC, C/o London Stock Exchange Group, 28 Liberty STREET, 58TH Floor, New York, NY 10005 for London Stock Exchange Group (LSEG) World Check One Advance Subscription Service. No other authorized contractors are available to provide the annual subscription needed.

THIS IS NOT A REQUEST FOR COMPETITIVE QUOTES.  This is a combined solicitation/synopsis, solicitation number 12314426Q0226, for a commercial sole source item prepared in accordance with the format in FAR Part 12.  A separate written solicitation will not be issued to SAM.gov. 

This acquisition  is not a set-aside for small business concerns.  The applicable North American Industry Classification Standard Code is 519290 - Web Search Portals and All Other Information Services (size standard: Large; 1000 Employees).  

Responsible sources may submit a capability statement in response to this requirement, which shall be considered by the Agency.  Capability statements must be received by 2:00 PM ET, August 17, 2026, and shall include documentation on the ability to satisfy the Government’s requirements.
