Description
The Naval Air Systems Command (NAVAIR) , Patuxent River, MD intends to award a Purchase Order (PO) to BAE Systems Electronic Systems, Navigation, and Sensor Systems (BAE) of Cedar Rapids, Iowa to provide a quantity of 160 M-Code Global Positioning System (GPS) receivers (P/N 822-3396-002) and a quantity of 200 NavStrike 3.7 GPS receivers (P/N 822-1600-138) in support of the Over-the-Horizon Weapon System (OTH-WS) Naval Strike Missile (NSM) and United States Air Force Joint Strike Missile (JSM) Programs.
NAVAIR intends to award this procurement on a sole source basis under statutory authority of 10 U.S.C. 3204(a)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. BAE is the original designer, developer and manufacturer of the M-code and Navstrike 3.7 GPS receivers and thus is the only responsible source with the requisite knowledge, expertise, qualified sources and product support capabilities to meet the Government’s requirements within the required timeframe. The Government does not possess adequate data or the license rights necessary to use the Level III Technical Data Package (TDP) for the NSM and JSM Programs to competitively award this requirement.
THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS. The Government does not intend to fund the development or qualification of other sources for fulfilling this requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government.
There are no commitments by the Government to make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract or contracts for the effort specified above.
