Fall Protection Systems Installation and Certification for U.S. Embassy Bogotá

This opportunity is for the supply, installation, and certification of fall protection systems at the U.S. Embassy Bogotá, managed by the Facility Management Office. - Government Buyer: - U.S. Embassy Bogotá, Facility Management Office - Scope of Work: - Supply, install, test, and certify a 260-meter fixed horizontal lifeline system on the NOX Building façade - Install and certify individual anchor points at multiple embassy facilities: - 3 supports at Former Locker and Maintenance Area - 8 supports at Carpentry Building Roof - 15 supports at Former Maintenance Offices - 3 supports at Chancery Air Conditioning Area - Requirements: - Contractor must provide all labor, supervision, certified personnel, engineering oversight, specialized materials (including stainless steel components), equipment, tools, transportation, and safety controls - All work must comply with Colombian and international safety standards, manufacturer recommendations, and Embassy requirements - Load testing and certification of all installed systems is mandatory - Strict adherence to the 15–18 working day completion schedule to minimize operational disruption - OEMs and Vendors: - No specific OEMs or vendors are named in the solicitation - Notable Details: - Emphasis on certified personnel and engineering supervision - All systems must be fully tested and certified for safety compliance

Description

The primary objective of this contract is to provide the supply, installation, load testing, and certification of fall protection systems for work at height—specifically fixed horizontal lifeline systems on the façade of the NOX Building (260 meters) and certified individual anchor points across multiple embassy facilities (Former Locker and Maintenance Area: 3 supports; Carpentry Building: 8 supports; Former Maintenance Offices: 15 supports; Chancery Air Conditioning area: 3 supports)—at the U.S. Embassy Bogotá Compound.

The Contractor shall provide all labor, supervision, specialized materials, stainless steel components, equipment, tools, transportation, safety controls, and incidental services required to execute complete and acceptable installation and testing services in full compliance with applicable safety regulations, manufacturer recommendations, Embassy standards, and quality requirements approved by the Contracting Officer's Representative (COR).

The period of performance and completion schedule for this project shall be strictly adhered to as established in the contract award (15 to 18 working days as specified per scope), ensuring minimal disruption to Embassy operations.

The Government intends to award a Contract resulting from this solicitation to the lowest priced technically acceptable list of prices. The Government may award the contract based on the initial offer without discussion.

All contractors must be registered in the SAM (System for Award Management) Database https://www.sam.gov prior to contract award pursuant to FAR provision 52.204-7.  Therefore, prospective offerors are encouraged to register prior to the submittal of quotations/proposals.
