This opportunity is for comprehensive grounds maintenance services at two major Federal Aviation Administration (FAA) facilities in Northern California. - Government Buyer: - Federal Aviation Administration (FAA) - AAQ-500 Regional Acquisitions Services - Facilities: Northern California TRACON (NCT) in Mather, CA and Oakland Air Route Traffic Control Center (ARTCC) in Fremont, CA - Scope of Services: - Full-service grounds maintenance at both locations - Services include: mowing, grass cutting, edging, fertilization, sprinkler and irrigation system maintenance, litter and trash removal, shrub and tree pruning, weed abatement and control, drainage basin cleaning, and general grounds upkeep - NCT TRACON: covers over 1.2 million square feet and approximately 230 trees; requires 24 man-hours per week over three days - Oakland ARTCC: covers approximately 9 acres; work scheduled Monday–Friday, 7:00 AM–3:30 PM (excluding holidays) - Contractor must provide all labor, equipment, and supplies - On-site supervision and monthly inspections required - Compliance with environmental, safety, and wage regulations - Materials and equipment lists must be submitted for approval - Contract Structure: - Firm-fixed price contract - Base year plus four one-year option periods (up to 5 years total) - Unique/Notable Requirements: - Adherence to FAA-specific safety and environmental standards - Customer satisfaction surveys and monthly performance inspections - Contractor staff must meet access and security requirements - Offerors must be registered in SAM.gov - OEMs and Vendors: - No specific OEMs or product brands are named; this is a service-focused procurement - Quantities and Part Numbers: - No product part numbers; service quantities are defined by facility size and required man-hours

Description

The Federal Aviation Administration (FAA), AAQ-500 - Regional Acquisitions, is issuing a Screening Information Request (SIR) Number 697DCK-26-R-00332 Grounds Maintenance at the Northern California TRACON and Oakland ARTCC.  The requirement is to be performed in accordance with the Statement of Work (SOW) included as a Section J attachment.

The procurement will be awarded as a Firm-fixed Price Contract with the NAICS code of 561730 and proposals will be evaluated in accordance with SIR Clause SA56 Evaluation Factors for Award.

There is an optional site visit at the Date(s) and Time(s) listed below. The meeting point and any pertinent site visit instructions will be provided to the attendees once interest is expressed.

Each company will be limited to two (2) total attendees. Contact information for the facility POC will be sent when confirmation of attendance is received.

Glover, Contract Specialist, at anna.f.glover@faa.gov no later than 5:00 pm Eastern Time on August 19, 2026. Questions and responses that clarify the SIR may be provided to all Offerors; if this information is provided to all Offerors, the source of the questions will not be identified. Responses to all questions and any necessary amendments made to the SIR will be posted on SAM.gov.

Please review all pages of the attached Solicitation before submission of proposals. Instructions for proposals are included in Section L of the SIR and Evaluation Factors for Award are located in Section M of the SIR.

In accordance with AMS Clause 3.3.1-33 Contractors must be registered in the System for Award Management, www.sam.gov by the established due date for receipt of offers.

DURING SOLICITATION, ALL COMMUNICATIONS ARE TO BE CONDUCTED VIA EMAIL (anna.f.glover@faa.gov). NO PHONE CALLS WILL BE ACCEPTED. Proposal Submissions must be received no later than 5:00pm Eastern Time on Monday, August 31, 2026. It is the Offerors full responsibility to ensure that proposals are received as specified above. Proposals submitted after the due date and time will not be accepted.

Offerors are advised that the FAA will not be liable for any costs associated with the submission of inquiries to this announcement and/or responses to this Solicitation.
