The Bureau of Indian Education (BIE), part of the Department of the Interior, is seeking a contractor to deliver science assessment services for grades 5, 8, and 11 at BIE-funded schools. - Government Buyer: - Department of the Interior, Bureau of Indian Education, Division of Acquisitions (Albuquerque, NM) - Products and Services Requested: - Commercial Off-the-Shelf (COTS) science student assessments aligned to Next Generation Science Standards (NGSS), delivered in both paper and online formats - Secure student registration portal integrated with BIE's Student Information System - Assessment reports (paper and electronic), compliant with FERPA and federal standards - Web-based and onsite training for test coordinators, including administration manuals - Project management and helpdesk support for registration, test administration, and post-administration - Optional test item customization to add culturally relevant content - Optional interim assessments aligned to summative standards - Travel-related training services (onsite and virtual), reimbursed per Federal Travel Regulations - Quantities: - Services target approximately 4,600 students in grades 5, 8, and 11 - Multiple line items for base year and four option years, including assessment services, travel, customization, and interim assessments - Unique/Notable Requirements: - Contractor must have experience with SaaS/platform services for large educational organizations, data migration, and training, especially within Indigenous communities - Key personnel must be U.S. citizens and pass background checks - Compliance with federal IT security, privacy, accessibility, and records management standards - Cloud hosting services must meet FISMA, FedRAMP, Section 508, and zero-trust authentication requirements - Recovery objectives: restore systems within 48 hours, maintain backups for two months, average recovery time of 8 hours - Option years contingent on satisfactory performance and funding availability
