Procurement of SWIR Camera Systems and Accessories for Radiometric Analysis at Edwards AFB

The 412th Test Wing at Edwards Air Force Base, under the Department of the Air Force, is seeking to procure two complete Short-Wave Infrared (SWIR) Camera Systems for radiometric analysis and measurement. - Government Buyer: - Department of the Air Force, 412th Test Wing, Radiometric Analysis and Measurement System (RAMS) section at Edwards AFB - Products/Services Requested: - Two (2) digital SWIR camera systems with Indium Gallium Arsenide (InGaAs) sensors, 0.9–1.7 µm spectral range, minimum 640x512 resolution, active Thermo-Electric Cooling (TEC), 100+ fps frame rate, external hardware triggers, and adjustable integration times - Two (2) 50mm SWIR-optimized C-mount lenses - Two (2) 100mm SWIR-optimized C-mount lenses - Two (2) premium bandpass filters tuned to 1064 nm (CWL 1064 nm ±2 nm, FWHM 10 nm) with C-mount retaining rings and spacers - Two (2) premium bandpass filters tuned to 1570 nm (CWL 1570 nm ±2.4 nm, FWHM 12 nm) with C-mount retaining rings and spacers - One (1) Optical Bandpass Filter Kit (includes both 1064 nm and 1570 nm filters and accessories) - All standard commercial software, drivers, and SDKs (supporting Windows 10/11, with SDKs for C++, C#, or Python) - Unique/Notable Requirements: - Offerors must provide proof of authorized reseller/distributor status from the OEM for all proposed products - Submission of detailed technical specification sheets for all items - Compliance with Buy American Act (submission of completed certificate required) - Minimum 12-month commercial warranty on all equipment - Delivery is FOB Destination to Edwards AFB within 4 weeks of award - OEMs/Vendors: - No specific OEMs or brands are named; offerors may propose any OEM meeting the technical requirements, but must be authorized resellers/distributors - Evaluation: - Award will be made on a Firm-Fixed-Price basis using a Streamlined Best Value/Tradeoff approach, considering both technical capability and price

Description

This is a combined synopsis/solicitation for commercial products prepared in accordance with the procedures in RFO Part 12. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

The 412th Test Wing at Edwards Air Force Base, CA has a requirement for two (2) complete Short-Wave Infrared (SWIR) Camera Systems for the Radiometric Analysis and Measurement System (RAMS). This equipment is critical for real-time daytime tracking and radiometric scoring of lasers against bright, high-desert solar backgrounds.

This requirement is a 100% small business set-aside. All responsible small businesses may submit a quote, which shall be considered by the agency.

Description of Requirement: The Government intends to award a Firm-Fixed-Price contract for two (2) SWIR camera systems, including cameras, lenses, and optical filters. The detailed technical requirements are specified in the attached Statement of Need (SON) (Attachment 1).

Evaluation: Award will be made on a Streamlined Best Value / Tradeoff basis. The Government will evaluate proposals based on two factors: (1) Technical Capability and (2) Price, with Technical Capability being approximately equal to Price. The Government reserves the right to make an award to other than the lowest-priced offeror if the technical superiority of a higher-priced system warrants the additional cost. Submission Instructions: Offerors must submit the following with their quote:

Completed and signed solicitation document. A detailed technical specification sheet for the proposed product(s). Proof of Authorized Reseller/Distributor status from the Original Equipment Manufacturer (OEM). Completed Buy American Certificate (RFO 52.225-2).
