Air Force Global Pavement Condition Inspection Studies and PAVER Database Updates

The U.S. Air Force Civil Engineer Center (AFCEC) and the Air Force Installation Contracting Center (AFICC) are seeking a contractor to perform comprehensive Pavement Condition Inspection (PCI) Studies at multiple Air Force and Space Force installations worldwide. - Government Buyer: - Department of the Air Force, AFCEC (COSA), AFICC (772 ESS/PKD), and related offices - Scope of Work: - Perform ASTM-compliant PCI inspections for airfields, roads, and parking areas at over 25 U.S. and international Air Force locations - Update and verify pavement inventories and the PAVER Pavement Management System database - Provide technical expertise, labor, travel, and all required materials - Deliverables include calibration documentation, 100% pavement inventory, analysis outputs, photos, airfield maps (CAD/ESRI/PDF), and detailed methodology - Generate PCI/data tables and separate deliverable packages for airfield and road/parking networks - Use of contractor-owned small Unmanned Aerial Systems (sUAS) for data collection is permitted, subject to strict regulatory compliance and approvals - Emphasis on data quality, technical management, personnel qualifications, QA/QC, and schedule adherence - Locations: - Includes Andersen AB (Guam), Aviano AB (Italy), Barksdale AFB (LA), Creech AFB (NV), Kunsan AB (ROK), Minot AFB (ND), Nellis AFB (NV), and many others, with optional/unfunded CLINs for Muwaffaq Salti AB (Jordan), Prince Sultan AB (Saudi Arabia), and Tyndall AFB (FL) - Unique/Notable Requirements: - All data must comply with DoD information marking and be delivered electronically in MS-Office and Adobe Acrobat formats - sUAS operations require airworthiness, spectrum, airspace, and installation-specific approvals - Optional/unfunded CLINs may be exercised within the first year, with price revisions allowed if exercised later - Monthly reporting and strict deliverable timelines (drafts, government review, final submission) - OEMs and Vendors: - No specific OEMs or commercial vendors are named; the focus is on engineering services and data deliverables - Contract Structure: - Firm-fixed-price, 24-month period of performance, total small business set-aside under NAICS 541330 (Engineering Services) - Each location is a separate job line item; optional CLINs for additional sites

Description

The United States Air Force (USAF), Air Force Civil Engineer Center (AFCEC), Operations Directorate, Airfield Pavements and Transportation Networks Branch (COSA), Tyndall AFB, FL, has a requirement to provide airfields and/or roads and parking pavement surface condition evaluations and corresponding analysis and deliverables at various locations across the Air Force enterprise.

The contractor shall provide site evaluation and analysis in support of infrastructure condition assessments. The contractor shall provide technical expertise, labor, travel and all materials required to verify and/or update the pavement inventory and conduct American Society for Testing and Materials (ASTM) level pavement condition index (PCI) inspections to document specific distresses on the airfields and/or roads and parking areas at the installations in accordance with (IAW) the Performance Work Statement (PWS) (RFQ Attachment 1). As part of this effort, the contractor will create or update the PAVER pavement management system database, generate PCI/data tables/deliverables for use as planning data for maintenance, repair, and construction, and generate a separate deliverable package for the airfield and/or the roads and parking networks for each of the sites as outlined in the PWS.
