The U.S. Coast Guard Aviation Logistics Center (ALC) in Elizabeth City, NC is seeking small business quotations for the design, fabrication, and installation of permanent exterior signage for three buildings. - Government Buyer: - U.S. Coast Guard, Aviation Logistics Center, Elizabeth City, NC - OEMs and Vendors: - Preference for Gemini brand letters or equivalent - Products/Services Requested: - Exterior signage for HMF 1, HMF 2, and Building 63 - Individual non-metallic letters in various sizes (4 to 42 inches), colors (black, red), and texts (e.g., 'WE KEEP EM FLYING', 'USCG AVIATION LOGISTICS CENTER') - Weatherproof, multi-color acrylic logo for HMF 1 main entrance awning - Design, procurement, fabrication, and installation services - Notable Requirements: - Letters must be non-metallic, with specified size and color for each location - Logo must be weatherproof, exterior-grade acrylic, five colors, and sized proportionally - Lifetime warranty for parts and labor is required - Installation to be performed on weekends unless otherwise approved - Preference for completion before October 1, 2026 - F.O.B. Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) part 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number 70Z03826QS0000013 is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect as of November 28, 2025, in accordance with (IAW) the Revolutionary FAR Overhaul (RFO).

The applicable North American Industry Classification Standard Code is 238990. The small business size standard is $19.0 million. This is a Total Small Business Set-Aside requirement. All responsible small business sources may submit a quotation.

It is anticipated that a firm-fixed price purchase order will be awarded on a 100% small business competitive basis as a result of this synopsis/solicitation. Contractors having the expertise and capabilities to provide these items are invited to submit offers in accordance with the requirements stipulated in this solicitation.
