Description
NOTICE OF INTENT TO AWARD SOLE SOURCE
The U.S. Department of Energy (DOE), Environmental Management (EM) Consolidated Business Center (CBC), intends to award a contract to LRP PUBLICATIONS, on a sole source basis. The services provided by LRP Publications are in support of the EMCBC Office of Chief Legal Counsel.
The authority permitting this sole source acquisition without full and open competition is prescribed by RFO 6.103- 1, only one responsible source and no other supplies or services will satisfy the agency’s requirements. An approved Justification and Approval (J&A) authorizing this procurement will be posted in accordance with RFO 6.301(b) within 14 days of contract award. The DOE/EMCBC will procure a subscription to the cyberFEDS® online employment law database service for 11 users.
A solicitation package will not be posted publicly and requests for copies of the solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting competitive procurement in the future would be in the best interest of the Government. All responses received by 4:00 PM (Eastern Time) on September 11, 2026, will be considered. All information (capability statement, proposal or quotation) submitted should support the firm’s ability to provide the required services and shall be furnished at no cost or obligation to the Government.
