Combined Sources Sought Notice and Notice of Intent to Award a Sole Source Contract for Mid-Wave Infrared Distributed Feedback Laser Systems

BACKGROUND
The National Institute of Standards and Technology (NIST) is conducting market research to identify alternative sources that (a) are capable of meeting NIST’s minimum requirements for the following commercial products and commercial services and (b) would be interested in competing for that requirement:
The Chemical Sciences Division (CSD) of the Material Measurement Laboratory (MML) at the National Institute of Standards and Technology (NIST) mission is to provide the measurement science, standards, and data that support the nation's needs in chemical, biological, and materials sciences. This purchase directly supports the Division's mission by providing the necessary laser instrumentation to maintain precision in chemical measurement research and spectroscopic analysis. The acquisition of these specific Mid-Wave Infrared Distributed Feedback (DFB) laser components is critical to advancing the division’s ongoing experimental capabilities and high-accuracy measurements. NIST requires a Mid-Wave Infrared Distributed Feedback (DFB) laser systems and associated hardware. These items are required to support the specialized optical and spectroscopic research requirements within the Chemical Sciences Division.
The National Institute of Standards and Technology (NIST) is seeking information from sources that may be capable of providing a solution that will achieve the specifications described below:
Laser System 1 shall be assembled, optically aligned, and comprise: Distributed feedback laser diode, wavelength of 2700 nm ± 10 nm Mounting Option with thermoelectric cooler (TEC), negative temperature coefficient (NTC) thermistor, anti-reflection coated window, and lens cap compatibility Lens Cap for laser collimation Heatsink and Connectors for electronics and optics Laser System 2 shall be assembled, optically aligned, and comprise: Distributed feedback laser diode, wavelength of 3000 nm ± 10 nm Mounting Option with thermoelectric cooler (TEC), negative temperature coefficient (NTC) thermistor, anti-reflection coated window, and lens cap compatibility Lens Cap for laser collimation Heatsink and Connectors for electronics and optics
NIST has not yet determined its acquisition strategy for this requirement and encourages interested sources to respond to this Notice.
If NIST’s market research indicates there are alternative sources that are capable and interested in competing to fill this requirement, separate and apart from Nanoplus America, INC. WEKFELYJ6BY7 then NIST will consider conducting a competitive acquisition in accordance with law and regulation. To be clear, NIST’s identification of Nanoplus America, INC. WEKFELYJ6BY7 in this Notice does not constitute a binding commitment or obligation for it to conduct a sole source procurement with Nanoplus America, INC. WEKFELYJ6BY7 for this requirement.
