The Federal Bureau of Prisons, FCI Ashland, is seeking a broad range of food and related supplies for its quarterly subsistence needs for fiscal year 2027, 1st quarter. - Government Buyer: - Federal Bureau of Prisons - Office: Federal Correctional Institution Ashland - Products Requested: - Dry beans (black, great northern, kidney/red, lentils, navy, pinto) in quantities up to 9,627 units - Canned beans (kidney, garbanzo, pinto, black) in cases - Rice (long grain, parboiled), 17,500 units - Pasta (macaroni, lasagna noodles, spaghetti), thousands of units - Peanut butter (30,000 individual packets, kosher) - Salad dressing (100,000 packets, kosher), mayonnaise (75,000 packets, kosher), mustard (bulk and 30,000 packets, kosher), tartar sauce (40,000 packets, kosher) - Fruit jelly (320,000 individual portions, kosher) - Sugar (brown, white, powdered), syrup (bulk) - Meats: ground beef (12,000 lbs), beef patties (8,000 units), chicken breast (7,000 units), boneless chicken (12,000 units), chicken leg quarters (15,000 lbs) - Cheese: cheddar, shredded, frozen (2,000 units) - Dairy: pasteurized whole milk (150,000 8 fl oz packages) - Bakery: finger rolls (27,600), sandwich rolls (60,000) - Eggs: fresh, shell, medium (175 cases of 30 dozen) - Disposable sporks with napkin, salt, and pepper (34 cases of 1,000) - Trash bags, 55 gallon, insect repellent, DEET-free (100 cases of 65) - Unique/Notable Requirements: - All food items must comply with federal food safety and labeling regulations - Allergen labeling and kosher certification required for specified items - Temperature and packaging requirements for perishable, frozen, and canned goods - Delivery schedules must be pre-arranged and occur Monday through Friday, excluding federal holidays - Bread to be ordered weekly as needed - No specific OEMs or brands are mandated; products must meet federal and institutional specifications.

Description

The Federal Bureau of Prisons, Federal Correctional Institution FCI Ashland, intends to issue solicitation RFQ15B10227Q00000005 for Quarterly Subsistence, specifically including requirements for Subsistence, Bread, Eggs, and Dairy products. This requirement falls under NAICS code 311999 (All Other Miscellaneous Food Manufacturing) with a small business size standard of 700 employees. Delivery of these food products is scheduled to begin October 1, 2026, through December 31, 2026, (Bread will be a weekly order placed by the Facility as needed) to FCI Ashland, PO BOX 888, State Route 716, Ashland Ky, 41105. The Government intends to award a firm-fixed-price contract and reserves the right to make a single or multiple awards. In accordance with the Revolutionary FAR Overhaul (RFO) initiative, the award will be made to the responsible offeror whose quote is most advantageous to the Government, using price and past performance as evaluation factors; price will be weighted more heavily than past performance. 

The solicitation will be available on or about August 6, 2026, and will be posted exclusively to SAM.gov. Interested parties are responsible for monitoring this site for any amendments or updates. All bids must be received no later than August 14, 2026, at 12:00 PM EST. Please note that deliveries will not be accepted prior to October 1, 2026. 

Payments will be processed via Electronic Funds Transfer (EFT) or by Government Purchase Card for awards of $15,000.00 or less. In accordance with the streamlined SAM.gov registration process under the RFO, all offerors must have an active registration and completed representations and certifications within the system at the time of quotation. Faith-Based and Community-Based Organizations (Aug 2005) are included in this announcement.
