The State of Minnesota is seeking contractors to provide a comprehensive electronic ordering system and a wide range of commissary/canteen products for clients at the Minnesota Sex Offender Program (MSOP) facilities in St. Peter and Moose Lake. - Government Buyer: - State of Minnesota, Department of Administration, Office of State Procurement (Direct Care and Treatment Agency) - Primary contact: Jennifer Bartle, Acquisition Management Specialist - Products and Services Requested: - Over 600 commissary/canteen products, including: - Food and beverages (e.g., ramen, snacks, coffee, soda, granola bars, candy) - Hygiene and personal care items (e.g., toothpaste, soap, deodorant, shampoo) - Over-the-counter medications (e.g., ibuprofen, acetaminophen, antacid tablets) - Stationery and household supplies (e.g., envelopes, printer paper, batteries) - Clothing and select electronics - Notable product requirements: - Some items require exact brands or sizes (e.g., "No Substitute" for certain sodas and snacks) - Products must be shelf-stable, individually packaged, and meet dietary (kosher, halal, allergy) and security standards - No glass, metal, or foil packaging; clear plastic bags required - Weekly delivery to both facilities - Electronic Ordering System: - Contractor must provide, install, and maintain 25+ kiosks (including mobile carts) for client ordering - System must support electronic ordering, reporting, refunds, and client account management - All costs for installation, maintenance, and software upgrades are to be included in product pricing (no separate fees) - System must be accessible and meet state accessibility requirements - Unique/Notable Requirements: - Contractors must provide adequate staff for customer service, order execution, and contract management - No separate fees for system installation or maintenance - Flexibility for substitutions only where allowed; some products are strictly brand- or size-specific - Compliance with security, fire safety, DOT, and freight regulations - The State may award multiple contracts and does not guarantee minimum or maximum usage - OEMs and Vendors: - No specific OEMs or vendors are named; responders must provide full product catalogs and demonstrate ability to supply required brands where specified - Estimated Contract Value: - Annual value estimated between $300,000 and $500,000 - Period of Performance: - Initial term of two years, with option to extend up to 36 additional months

Description

The State of Minnesota is seeking to establish an ongoing contract with contractor(s) to provide ordering services for clients committed to the Minnesota Sex Offender Program (MSOP) only. The services and products must be provided to the Moose Lake and St. Peter Correctional Facilities exclusively. The contractor(s) are required to provide adequate staff for customer service, order execution, support, and overall contract management. The state reserves the right to award multiple contracts if deemed in the best interest.
