Description
This Special Notice of Intent to Award is NOT a request for competitive proposals, nor is it a solicitation or request for offers/quotations. No solicitation package is available and no requests will be honored. Only one responsible source, and no other supplies or services, will satisfy agency requirements. The contract is expected to be awarded under the authority of FAR Overhaul 12.102(a). A Sole Source Justification has been prepared. Westover Air Reserve Base (439 CONF) intends to offer a sole source award to SETCAN Corporation for the current Stress Vest system system requirement. See associated attachment, Single Source Justification, for full details. Interested small business parties who can supply a like system with mtaching specifications to the Stress Vest system may identify their interests and capability and may respond to this requirement by August 17, 2026 at 12:00PM (EDT). Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed award upon response to this notice is solely within the discretion of the Government. No reimbursement for any cost connected with providing interests and capability information will be provided.
