This opportunity involves the Indiana National Guard's procurement of a turnkey video surveillance (CCTV) system for Camp Atterbury's Buildings 733, 734, and 735, plus the adjacent parking lot. - Government Buyer: - Indiana National Guard, MTC-ATT Camp Atterbury - OEMs and Vendors: - Axis Communications (Axis S2208 Mk II NVR, Axis Camera Station 5 VMS, Axis P1467-LE, Axis Q3839-PVE) - Planet Technology (IGS-504HPT Ethernet switch) - Products/Services Requested: - 1x Axis S2208 Mk II or equivalent 8-channel Network Video Recorder (NVR) with 4TB storage and 8 PoE ports - 1x Axis Camera Station 5 or equivalent Video Management Software (VMS) with licenses for all cameras - 5x Axis P1467-LE fixed bullet-style IP cameras (5MP, vandal/weather resistant, deep learning analytics) - 1x Axis Q3839-PVE 180-degree panoramic IP camera (29MP, 180° view, remote pan/tilt/roll) - 1x Planet Technology IGS-504HPT or equivalent industrial-grade PoE++ Ethernet switch - Installation, testing, certification, and training for the complete system - Unique/Notable Requirements: - System must be TAA compliant and provide at least 21 days of HD video storage - Integration with existing Galaxy Controls access control and network infrastructure - Prime contractor must self-perform at least 25% of contract cost (excluding materials) with direct W-2 employees - Offerors must provide manufacturer-specific certifications (e.g., Axis, Galaxy Controls) and proof of direct employee installation - Minimum 1-year warranty upon government acceptance - As-built documentation and user training required

This is a pre-Solicitation.  No quotes are required at this time. A formal solicitation will be issued in the near future. We expect changes to this Pre-solicitation as documents and requirements are updated.

Project Requirement The Indiana National Guard at the MTC-ATT facility, Camp Atterbury, requires the design, purchase, and installation of a comprehensive CCTV system to monitor the exterior of buildings 733, 734, and 735, including the adjacent parking lot area. An existing Access Control system (Galaxy Controls) and associated network infrastructure are already in place across these buildings.  Please see the attached Statement of Work (SOW) for more information.

Prime Contractor Self-Performance & Capability RequirementsSelf-Performance Mandatory: This requirement is anticipated to be solicited under NAICS 238210 - Electrical Contractors and Other Wiring Installation Contractors. In accordance with FAR 52.219-14 (Limitations on Subcontracting), the Prime Contractor is required to perform at least 25% of the cost of the contract (excluding the cost of materials) with its own employees 

 Corporate Experience & Technical Capability: Offerors will be required to submit objective proof of their in-house technical capability to execute this project. To be considered for award, the Prime Contractor must demonstrate a corporate history of direct, hands-on installation and configuration of CCTV systems. Subcontractor qualifications, experience, and past performance will not be accepted as a substitute for the Prime Contractor's own corporate experience. Required Proof (At Solicitation Stage): Offerors will be required to submit manufacturer-specific certifications (e.g., Galaxy Controls or equivalent network system certs) and payroll/personnel certifications demonstrating that the technicians performing the physical installation are direct W-2 employees of the Prime Contractor.
