Westmoreland County Coroner's Office is seeking bids for a comprehensive suite of Toxicology Laboratory Services to support postmortem investigations. - Government Buyer: - Westmoreland County Coroner's Office - Products/Services Requested: - Postmortem toxicology panels (basic, expanded, expanded with novel psychoactive substances) - 25 basic panels (blood, urine, serum/plasma) - 2 basic panels (non-routine fluids) - 1 basic panel (tissue) - 225 expanded panels (blood, urine, serum/plasma) - 1 expanded panel (non-routine fluids) - 2 expanded panels (tissue) - 3 expanded panels with NPS (blood) - Urine 6 MAM quantification (25 tests) - Expert therapeutic & abused drugs panel (1 test) - Non-routine fluids and tissue sample testing - SUIDS (Sudden Unexpected Infant Death Syndrome) screen (1 test) - Specimen return/handling (no charge) - Expert witness testimony, forensic DNA, and seized drug analysis - Unique/Notable Requirements: - Laboratory must hold multiple accreditations: CLIA, CAP, ANAB/ANSI ISO 17025:2017, and ABFT - Must provide expert toxicologists on staff - Contract is for one year with two one-year extension options - No specific OEMs or vendors are named in the solicitation - Estimated quantities for each test type are provided - Services support the county's coroner and forensic operations

Description

Sealed bids are being solicited for Toxicology Laboratory Services by Westmoreland County. Bids must be submitted to the Office of the Westmoreland County Controller by 2:00 P.M. on September 1, 2026, and will be publicly opened and read aloud at 2:15 P.M. on the same day. The County Commissioners reserve the right to reject any or all bids. Bidders must follow all instructions provided in the bid specifications and submit an original and two copies of the complete bid in a sealed envelope clearly marked with the bidder's name, address, and the designation BID – TOXICOLOGY LABORATORY SERVICES.
