The U.S. Air Force Special Warfare Training Wing (SWTW) is seeking small business providers for comprehensive Information Technology Support Services (ITSS) at Joint Base San Antonio-Lackland and associated locations. - Government Buyer: - U.S. Air Force, Special Warfare Training Wing (SWTW) - OEMs and Vendors: - No specific OEMs or vendors are named in the solicitation or attachments - Products/Services Requested: - End user IT support for desktops, laptops, tablets, printers, mobile devices, and peripherals - VIP and Command Section support with rapid response requirements (15-minute acknowledgment, 2-hour resolution/workaround) - Hardware lifecycle management: inventory, configuration, deployment, recovery, and replacement of government-furnished IT equipment - Training pipeline device support for students, instructors, and support personnel, including surge operations - SOF-peculiar communications and technical systems support, including satellite communications, GPS safety monitoring, tactical radios, mobile communications, and field exercise communications - Asset management and accountability, including equipment disposition and preparation for turn-in - Cybersecurity support: vulnerability remediation, inspections, patch management, STIG implementation, incident reporting - Software support: installation, updates, maintenance, and removal of approved software - Documentation: continuity folders, SOPs, inventories, and knowledge management - Program management: quality control plans, monthly reports, transition plans, and participation in government reviews - Unique or Notable Requirements: - Emphasis on rapid response for VIPs and mission-critical systems - Support for SOF-peculiar (Special Operations Forces) communications and technical systems - Firm-fixed-price contract with a focus on cybersecurity compliance and operational readiness - Asset accountability and lifecycle management, including annual inventories and DLA disposition - Coverage for mission-essential events and surge operations

Description

Air Force Installation Contracting Center (AFICC) 338 ESS, JBSA-Randolph, TX is conducting an acquisition for Special Warfare Training Wing (SWTW) Information Technology Support Services (ITSS). We are seeking information from Small Business members only. All small business parties are highly encouraged to respond. This is a pre-solicitation notice to provide non-personal services for the SWTW at JBSA-Lackland AFB, TX. (Note: The description herein is a summary of the required services and is not intended to be all-inclusive).

The 338th Enterprise Sourcing Squadron (338th ESS) is seeking sources to provide IT Support Services (ITSS) for the SWTW. Performance will be held at Joint Base San Antonio (JBSA)-Lackland, Texas and other wing facilities and associated support locations. Services to be provided includes, but is not limited to, end user support, hardware lifecycle management, asset management, cybersecurity support, software deployment and maintenance, network and systems support coordination, and technical documentation and reporting. It is hereby determined to procure the requirement as a commercial, non-personal services acquisition utilizing the policies and procedures in RFO 12, Acquisition of Commercial Products and Commercial Services.

This requirement will be conducted as a total Small Business set-aside simplified acquisition and will be evaluated using the Lowest Price Technically Acceptable (LPTA) where Price and Technical is more important than Past Performance.

In order to be eligible for award, registration under the correct North American Industry Classification System (NAICS) code in the SAM database is required.

The NAICS code for this solicitation is 541513.

The small business size standard is $37 million.

The PSC code for this solicitation is D301.
