The U.S. Embassy San Salvador, under the Department of State, is seeking a contractor to design, produce, and implement a national multimedia campaign to prevent H-2 visa fraud in El Salvador. - Government Buyer: - U.S. Department of State - U.S. Embassy San Salvador, Consular Section - Services Requested: - Design, production, and implementation of a behaviorally informed multimedia campaign targeting H-2 visa fraud - Campaign objectives include deterring fraud, promoting verification of visa offers, simplifying visa pathways, and exposing criminal networks - Deliverables: campaign strategy, creative concepts, multimedia content, media planning, monitoring, and evaluation reports - Metrics and validation study to measure campaign effectiveness (budgeted at $5,000) - Period of Performance: - Campaign runs for approximately three months, with a mid-December pause and final reporting extending into March - Budget: - Total budget is $100,000, including all deliverables and the validation study - Unique Requirements: - Campaign must be behaviorally informed and implemented nationally in El Salvador - Contractor must conduct pre- and post-campaign measurement and validation - No specific OEMs or commercial vendors are named in the solicitation

Enclosed is a Request for Quotations (RFP) for design, production, and implementation of a strategically informed, multimedia national campaign in support of the U.S. Embassy San Salvador's H-2 Visa Fraud Prevention Campaign. The campaign will run for three months. Please find the Scope of Work as EXHIBIT A.
