Description

The County of Orange seeks to implement a secure, centralized, cloud-based electronic operations management system to support the full lifecycle of the County’s Outreach & Engagement Program for individuals experiencing homelessness. The system will support intake, triage, dispatch of outreach requests, real-time geographic mapping, client engagement and service tracking, shelter bed coordination, interagency referral management, and performance monitoring. The initiative aims to modernize the street outreach program’s infrastructure by replacing fragmented tracking processes with a unified system to improve service coordination, data integrity, and enable real-time operational decision-making. The system will provide actionable data for leadership to deploy outreach resources, monitor program performance, and comply with federal, state, and local reporting requirements.
