The government's acceptance of the contractor’s proposal constitutes a bilateral agreement to issue contractual documents as detailed herein. Please see the solicitation for shelf life requirements. 1. Scope 1.1 In case of conflict between sections "C" and "D" of the contract/purchase order, section "C" takes precedence. 2. Applicable Documents 2.1 Applicable documents include IRPOD, drawings, technical data, STRs, military specifications, and CID, obtainable at https://logistics.unnpp.gov. These become part of the solicitation or award unless changed by amendment or modification. 2.2 Registration instructions are available through the BPMI website administrator. 3. Requirements 3.1 NAVSUP WSS-MECH CODE N94 additional technical documentation and order of precedence are specified, including amendments, schedules, terms, IRPOD, drawings, and standards, with detailed procedures for document revisions and deviations. 3.2 Use of document revisions must be in their entirety unless approved otherwise. Deviations on critical contracts require prior approval and proper justification, including technical data support. 3.3 Exclusion of mercury is mandated. 4. Quality Assurance 4.1 Quality assurance requirements are located in IRPOD. The contractor shall maintain an acceptable inspection system, with records kept complete and available to the government. 5. Packaging 5.1 Packaging requirements are specified for cleanliness controls, including MIL-STD-767, MIL-STD-2041, and MIL-PRF-23199, with detailed instructions for packaging methods, including heat-sealed envelopes and green poly bags, and conditions for their application. 5.2 Use of fire-retardant packaging is no longer required. MIL-STD-2073 packaging applies elsewhere in the schedule. 6. Notes 6.1 Nuclear reactor publications must be requested from the contracting officer if not available online. Commercial specifications and standards are obtained from publishers or societies. 6.2 Abbreviations, symbols, and codes on DD Form 1423 are explained, including contract line item, data list, category of data, parent system, request number, offeror’s name, preparer, approval, distribution statement, delivery frequency, submission dates, and other technical details. 6.3 Distribution statement codes (A-F) specify the limits of distribution and safeguarding requirements, marked on packaging with the nomenclature from IRPOD.
