The U.S. Coast Guard Maritime Security Response Team West (MSRTW) is seeking contractors to provide large passenger ferry vessels for tactical and mission-readiness training in San Diego County. - Government Buyer: - U.S. Coast Guard, Maritime Security Response Team West (MSRTW) - OEMs and Vendors: - No specific OEMs or vessel manufacturers are named; any U.S.-flagged vessel meeting requirements is eligible - Products/Services Requested: - Provision of a U.S.-flagged passenger ferry vessel (150-250 feet in length, 500-1,200 passenger capacity) - Vessel must have open deck space for helicopter operations, freeboard of 15-30 feet, ability to transit 10 nautical miles offshore, reinforced deck, multiple embarkation points, onboard power, emergency response systems, and an enclosed bridge with modern navigation and communication systems - Vessel must be available pier-side in San Diego County for two full days of training - Unique or Notable Requirements: - Vessel must support a wide range of tactical training: close-quarter combat, CBRNE response, canine operations, tactical communications, precision fire, boat and helicopter insertion/extraction - Secure facilities and experienced crew are required - Training is pier-side only (no underway operations specified) - Vessel must be U.S.-flagged and meet all safety and operational requirements for the specified activities
Description
This is a COMBINED SYNOPSIS/SOLICITATION for commercial items/services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested.
(A) The solicitation number is 70Z08426QDL940024 and is issued as a Request for Quotation (RFQ). Submit written quotes (oral quotes will not be accepted). USCG LOG-94 requires: Training Vessels for USCG Maritime Security Response Team (MSRT) West for training essential to operations per scope of work (SOW). The contract period of performance is 09/08/2026 – 09/09/2026
(B) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01.
(C) The associated NAICS code is 488390 Other Support Activities for Water Transportation. The Product Service Code (PSC) for this procurement is V129 Transportation/Travel/Relocation—Transportation: Other. The procurement type will be a firm-fixed price.
