SPECIAL NOTICE OF INTENT TO AWARD A SOLE SOURCE PROCUREMENT.
THIS IS NOT A REQUEST FOR QUOTE. THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCE AWARD.
This Notice is to announce that the Department of Veteran Affairs, Network Contracting Office (NCO) 15, hereby announces its notice of intent to negotiate with McKesson Medical Government Solutions LLC., a Large Business on a sole source basis to provide medical and surgical item consistent with their current contract 36C77021D0011 in accordance with Revolutionary FAR Overhaul (RFO) 6.103-1 for a Period of Performance of 10/01/2026 with a possible 6 month extension under FAR 52.217-9 while the follow on RFP for these services are recompeted.
This procurement will be a new requirement utilizing a Firm Fixed-Price (FFP) contract for one (1) year plus one (1) six-month option.
The contract requires the use of the VA Health Level 7 system that has been approved by the Veterans Affairs Office of Information Technology Office. The requirement also has the need for the vendor to receive and process approximately 3,600 prescriptions of nutritional and enternal supplies per business day and the stock on hand for the prescription’s shipment average within 48 hours. Contractor will adhere to federal, state and local regulations for all actions under the awarded contract, to include Food and Drug Administration (FDA), Drug Enforcement Administration (DEA), Environmental Protection Agency (EPA), Federal, State and Local codes and laws or regulations, including renewal of required (Federal or State) certifications, as applicable, as well as postal and shipping regulations
There are no other contractors that have the ability to supplement the VA this way without significant time to implement vendor processing capabilities in accordance with program requirements. Not using the current contractor to maintain the current prescription fulfillment would jeopardize timely prescription fulfillment for Veterans. To ensure safe, reliable, and continuous service to Veterans the interim contact will be put into place while the follow-on Request For Proposal (RFP) is being finalized for release in Quarter 1 of United States Government Fiscal Year 2027.
THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, all responsible sources may submit a capability statement to the network contracting office (NCO) 15, via email to phillip.reuwer@va.gov to express their ability to provide these products for future needs. The capabilities statement should include the capability to fulfill the product stock and fulfillment timelines as required by the current contract and the ability or present capacity to receive information via the Health Level 7 system which would include current certification as approved by the VA Office of Technology within 5 days of these notices posting.
