Sole Source Procurement: Off-axis Pressure-tuned Interferometric Spectral Filter for NASA Lidar

NASA Langley Research Center (LaRC) is seeking to procure a specialized Off-axis Pressure-tuned Field-widened Michelson Interferometric Spectral Filter for High Spectral Resolution Lidar at 467 nm. - Sole source procurement is intended for LIGHTMACHINERY INC, identified as the only provider of this filter. - The procurement includes: - Fabrication, assembly, and delivery of one complete interferometer system - Supporting hardware: beamsplitter cube, solid glass arm, free-space arm, Invar-36 bond plates and tension rods - Wavefront correction mirror polishing (three iterations) - Shipping services for multiple shipments between vendor and NASA LaRC - Key technical requirements: - Operation at 467 nm wavelength - Vacuum compatibility, thermal cycling, vibration resistance - High-precision optical performance (e.g., AR coating reflectivity <0.25%, zero-path condition within two microns) - Deliverables include final metrology reports and custom packaging for safe transport - Period of performance is June 2026 through September 30, 2027 - Interested parties may submit capability statements for future consideration, but no open competition is currently planned

Synopsis:

NASA/NSSC has a requirement for Off-axis Pressure-tuned Interferometric Spectral Filter for High Spectral Resolution Lidar at 467 nm. 

NASA/NSSC intends to issue a sole source contract to LIGHTMACHINERY INC  under the authority of FAR 12.102(a). It has been determined that LIGHTMACHINERY INC  is the sole provider of Off-axis Pressure-tuned Interferometric Spectral Filter for High Spectral Resolution Lidar at 467 nm.

NASA/NSSC will be the procuring center for this effort. Performance will be located at NASA/ Langley Research Center (LARC).

The Government intends to acquire Commercial items or services using the provisions, clauses and procedures prescribed in FAR Part 12 for Commercial

The NAICS Code for this procurement is 333314.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 8:00 a.m. Central Standard Time on 8/6/2026. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
