This opportunity involves the procurement of mobile vehicle barrier systems for the Stewart Air National Guard Base Security Forces: - Government Buyer: - U.S. Air National Guard, Stewart Air National Guard Base, 105 SCS - OEMs and Vendors: - Rologard (OEM of the K2600 Mobile Vehicle Security Barrier) - Equivalent products from other manufacturers are acceptable - Products/Services Requested: - Eight (8) mobile vehicle security barriers, brand name or equal to Rologard K2600 - Must be portable and easily deployed by a single defender - Towable by ATV or RZR - Capable of mounting signage and lights - Ballistic shield attachment capability up to .50 caliber - Able to stop a 15,000 lb. vehicle at 30 mph - Trailer for transporting the barrier systems - Shipping and delivery of all items - Unique/Notable Requirements: - Barriers must be compatible with rapid deployment and storage needs - Technical capability to meet or exceed the Rologard K2600 specifications is required - All line items must be priced - Delivery is complete upon addition to 105 SCS inventory
Description
Currently UNFUNDED. Funds are not presently available for this acquisition. No contract award will be made until appropriated funds are made available.
Brand Name OR Equal - Rologard K2600 - Mobile Vehicle Security Barrier (8) each.
Government will accept an "equal" to the Rologard K2600. This is mentioned simply to help vendors understand exactly the type of mobile vehicle barrier system we are looking to procure.
* The portability of the barriers must be ideal for Security Forces members to be able to quickly deploy in the event the installation goes into a higher FPCON or if an NDA is declared.
* A single Defender must be able to move the barrier into place with ease, freeing others to provide cover or tend to other tasks.
* The barriers must be capable of being towed separately off a trailer by an ATV or a RZR that the 105 BDG has in its inventory.
* The barriers must be able to mount signage and lights to warn drivers of the road closure, preventing an accidental crash into them.
* Barriers must have the ability to have ballistic shields rated up to a .50 caliber round.
* Barriers must be capable of stopping a vehicle weighing 15,000 lbs. at 30 mph on any surface in the event a hostile actor tries to drive through them.

Basis of Award: IF FUNDED, the Government will award a contract resulting from this solicitation to the responsible offeror whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes:
(i) Price
(ii) Technical Capability of meeting the requirements of this solicitation and the attached statement of work.
Quotations are due 18 August, 2026 at 10:00AM EST. All quotes and associated supporting documents must be in English. All line items must be priced. Incomplete quotes will not be accepted.
All offerors shall be registered in the SAM (System for Award Management) database at https://www.sam.gov prior to submittal of their quote as prescribed under RFO FAR 4.203-1(b). Failure to be registered at time of quote submission may deem the offeror’s quote to be considered non-responsive and eliminated from any further award consideration. Therefore, offerors are highly encouraged to register immediately if they are interested in submitting a response to this requirement.
