Description
This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with RFO FAR PART 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued.
Solicitation number W911S626QA029 is issued as a Request for Quotation (RFQ) for Affinisep brand Solid Phase Extraction (SPE) sampling media. Please see the attached SF 1449 RFQ document for full requirement details and clauses.
This acquisition is not set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.
Notice of Intent to Sole Source (Brand Name) The U.S. Army Test and Evaluation Command (ATEC), Applied Sciences Division at Dugway Proving Ground (DPG) intends to solicit and negotiate on a sole-source basis with Affinisep USA, LLC. This acquisition is restricted to the brand-name Affinisep sampling media under the authority of FAR 12.201-1 for restricting competition for commercial acquisitions valued at or below the simplified acquisition threshold.
As support for this brand-name restriction, this specific Affinisep media has undergone an extensive, multi-year Verification and Validation (V&V) process for chemical agent testing Programs of Record. No other brand or source can meet the Government's technical and regulatory requirements without rendering all test results scientifically invalid and non-compliant with established ISO 17025 procedures.

Description of Requirements These items are critical support consumables required for chemical agent testing. To ensure data integrity and compliance with ISO 17025 standards:
Single Lot Sourcing: All 13 packs of disks and 2 packs of pads must originate from a single, documented production lot to eliminate batch-to-batch variability. Controlled Shipping Chain: To prevent chemical degradation, the items must be shipped in protective containers directly from the manufacturer (Affinisep USA, LLC) to the end-user. Procurement through third-party distributors is not authorized.
Date and Place of Delivery and Acceptance
Delivery Date: No later than 30 September 2026 F.O.B. Point: Destination Place of Delivery: U.S. Army Dugway Proving Ground, Dugway, UT 84022
Basis for Award The Government intends to award a contract to the responsible offeror submitting the lowest-priced, technically acceptable quotation.
Technical Acceptability: Met by explicitly quoting the exact brand-name Affinisep items and providing a mandatory written guarantee that all media will be sourced from a single production lot and shipped in protective containers directly from the manufacturer. Price: Evaluated for fairness and reasonableness using price analysis.
Submission of Offers Offerors may submit quotations in their preferred company format. Quotations must explicitly reference Request for Quotation # W911S626QA029.
To be considered for award, the offeror’s quote must include:
Completed pricing for CLINs 0001 through 0004. The written Technical Quality & Traceability Guarantees (Single lot sourcing & Direct-from-manufacturer shipping). Offeror's CAGE Code, Unique Entity Identifier (UEI) number, tax identification number, and discount/payment terms. A completed copy of the provision at DFARS 252.225-7000, Buy American—Balance of Payments Program Certificate (specifically identifying the country of origin for CLINs 0001 and 0002).
Quotes must be submitted via email directly to the Contract Specialist, Amy Eilerts, at amy.m.eilerts.civ@army.mil. Mail and facsimile quotes will NOT be accepted. Submissions are required to be received no later than 10:00 AM MDT on Monday, August 17, 2026.
All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. However, a determination by the Government not to compete this proposed contract based upon responses to this solicitation is solely within the discretion of the Government.
