1. DISCLAIMER
This Sources Sought Notice is issued solely for information and planning purposes (market research) in accordance with Federal Acquisition Regulation (FAR) Part 10 and does not constitute a solicitation, Request for Proposal (RFP), or Request for Quotation (RFQ). This notice does not commit the Government to contract for any supply or service whatsoever. All information submitted in response to this announcement is voluntary; the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. Not responding to this notice does not preclude participation in any future RFP/RFQ, if any is issued.
2. BACKGROUND AND REQUIREMENT
The Government is conducting market research to identify qualified sources capable of providing Commercial-Off-The-Shelf (COTS) General Dynamics Mission Systems (GDMS) URC-300 Transceiver Assemblies and associated accessories, or equivalent commercial items that meet the salient characteristics outlined below.
The anticipated requirement includes the following brand name items (or equivalent):

Note: All items must be brand new. Gray market, refurbished, or counterfeit equipment will not be accepted.
3. SALIENT CHARACTERISTICS (FOR "OR EQUAL" SUBMISSIONS)
Any vendor proposing an alternative "or equal" brand must demonstrate that their product meets or exceeds the following physical, functional, and performance capabilities:
A. RF Performance and Modulation
Frequency Coverage: Must support UHF and VHF ground-to-air communications. AM Voice Compliance: Must support VHF/UHF AM Voice and be ETSI EN 300 676-1 compliant for both 8.33 kHz and 25 kHz channel spacing. FM Voice Compliance: Must support UHF/VHF FM Voice communications.
B. Power & Conditioning
Power Inputs: Must features separate DC input connections to power the radio and charge the battery concurrently. Built-in Power Conditioning: Must have integrated power conditioning to eliminate the need for external line filter accessories. Power Supply Integration: Must include compatible AC/DC power supply modules supporting at least 10W system operation.
C. Form Factor and Ergonomics
Rack Integration: Must be compact and lightweight enough to allow two (2) transceivers to be mounted side-by-side in a standard 19-inch equipment rack. User Interface: Must feature a large, user-friendly front-panel display for easy configuration and frequency selection. Transceiver must be able to be carried, utilized on a desktop, or mounted in a vehicle.
D. Compliance, Safety, and Standards
Environmental/EMI Standards: Must be certified to MIL-461G for Electromagnetic Interference/Electromagnetic Compatibility (EMI/EMC). International Standards: Must hold CE, RoHS, and REACH certifications. Regulatory: Must be FCC certified. Must be Military Communications-Electronics Board (MCEB) approved
E. Advanced Features & Accessories
Network & Control Capabilities: Must support an ED-137 compliant VoIP Gateway Adapter for long-distance operations over IP networks. Management Tools: Must offer a web-based configuration and monitoring tool for remote administration. Audio Accessories: Must support a two-channel remote control unit and a high-performance amplified speaker with universal mounting capabilities.
4. CAPABILITY STATEMENT / RESPONSE INSTRUCTIONS
Interested vendors (including both brand-name resellers and manufacturers of equivalent products) are requested to submit a Capability Statement addressing their ability to satisfy this requirement. Responses must include:
A. Company Information
Company Name, Address, and Point of Contact (Name, Title, Phone, Email). System for Award Management (SAM) Unique Entity ID (UEI) and CAGE Code. Business Size Standard and Socioeconomic Status under NAICS Code 334220 (e.g., Small Business, HUBZone, SDVOSB, WOSB).
B. Technical Description and Capabilities
For GDMS Brand Name Resellers: Direct confirmation of ability to provide the exact GDMS part numbers listed in Section 2. Statement or proof of status as an Authorized Value-Added Reseller or Prime Contractor for General Dynamics Mission Systems (GDMS) equipment. For "Or Equal" Product Providers: Complete manufacturer name, model, and part numbers of the proposed alternative equipment. A detailed technical cross-walk or compliance matrix proving that the proposed "equal" items meet or exceed every individual salient characteristic listed in Section 3 (including performance sheets or brochures).
C. Government-Wide Contract Vehicle Options
Identify if these items (or proposed equivalent products) are currently available on any of your company’s existing federal contract vehicles (e.g., GSA Multiple Award Schedule (MAS), NITAAC CIO-CS, or other agency-specific BPAs). Please provide the contract number(s) and specific Group/Category details if applicable.
