Performance Work Statement Automatic Transfer Switch (ATS) Inspection, Preventive Maintenance, Repair Services, and Isolation Power Panel Inspection 1. Scope The Department of Veterans Affairs requires a qualified contractor to provide all labor, materials, equipment, tools, supervision, transportation, and technical expertise necessary to perform inspections, testing, preventive maintenance, repairs, and emergency response services for Automatic Transfer Switches (ATS) and Isolation Electrical Power Panels throughout the Dwight D. Eisenhower VA Medical Center, 4101 S 4th Street, Leavenworth, KS 66048. All work shall ensure safe, reliable, and code compliant operation of all systems.
- Period of Performance October 1, 2026 September 30, 2031
- Performance Objectives The contractor shall deliver the following outcomes: 3.1 ATS Systems Ensure all ATS units operate safely, reliably, and in accordance with NFPA standards and manufacturer specifications. Maintain full functionality of transfer and retransfer operations, voltage sensing, phase rotation, time delay functions, and ATS battery systems. 3.2 Isolation Power Panels Ensure proper operation of Line Isolation Monitors (LIMs) and electrical isolation systems per NFPA 99. Maintain accurate, clearly labeled circuits consistent with facility electrical drawings. 3.3 Emergency Repairs Restore system functionality rapidly for critical outages with minimal disruption to clinical operations. 3.4 Compliance & Safety Ensure all work complies with NFPA 70, NFPA 70B, NFPA 99, OSHA, VA standards, and manufacturer guidelines.
- Performance Requirements 4.1 ATS Inspection and Maintenance Tasks The contractor shall perform and document the following measurable tasks: Visual inspection with photographic evidence. Cleaning of enclosures using manufacturer approved methods. Infrared thermal scanning with image attachments. Measurement and recording of temperature and torque values using calibrated instruments. Operational testing, documenting pass/fail for: transfer retransfer voltage sensing time delay functions phase rotation ATS battery testing where applicable (voltage, load test, specific gravity). Lubrication of components using manufacturer specified lubricants. Coordinated generator functional testing, including recorded transfer and retransfer times. 4.2 Isolation Panel Inspection and Testing Requirements The contractor shall: Provide photographic documentation of panel inspections. Test LIMs, verify alarm set points, simulate faults, and document response times. Perform NFPA 99 compliant ground fault testing. Measure voltage, current, and insulation resistance values. Verify labeling accuracy against electrical drawings. Clean interiors with nonconductive tools and record methods. Verify torque values using calibrated instruments.
Performance Standards
Performance Monitoring (Government Surveillance) The COR will evaluate contractor performance using the following methods: Inspection of reports (routine & emergency) for accuracy and completeness. Random onsite inspections of ATS and isolation panel systems. Verification of corrective action timelines. Review of emergency response logs.
Deliverables 7.1 Routine Service Reports Due within 48 hours Reports shall include: date/time of service personnel names equipment inspected all measured values photos and thermal images pass/fail results deficiencies and recommended corrective actions references to NFPA/manufacturer standards 7.2 Emergency Repair Reports Due within 24 hours Include issue description, corrective actions, parts replaced, test results, and verification of restored operation. 7.3 Annual Executive Summary Due within 30 days Provide an overview of: system condition recurring deficiencies reliability trends recommended upgrades or corrective projects
Contractor Qualifications Contractor personnel shall: Maintain valid Kansas electrical licensing. Have documented experience with ATS and healthcare isolation power systems. Complete annual VA privacy, security, and safety training. Pass VA background checks (VAAR 852.237 70). Use calibrated testing instruments. Wear VA issued identification badges.
