The Federal Aviation Administration (FAA) is seeking a contractor to provide comprehensive janitorial services at three Air Traffic Control Towers (ATCTs): Morristown (NJ), Middleton (PA), and Lancaster (PA). - Government Buyer: - Federal Aviation Administration (FAA), Department of Transportation - Eastern Acquisitions, College Park, GA; AAQ-500 - Regional Acquisitions - Scope of Work: - Janitorial services for Morristown ATCT, Middleton ATCT, and Lancaster ATCT - Contractor must provide all labor, supervision, cleaning personnel, equipment, tools, cleaning supplies, materials, transportation, and insurance - Services include daily, weekly, monthly, quarterly, and semi-annual cleaning tasks (e.g., vacuuming, dusting, mopping, disinfecting, carpet shampooing, replenishing dispensers, cleaning glass and mirrors, and grounds maintenance) - Quality control plan, safety protocol compliance, and regular inspections required - Cleaning must be scheduled to minimize disruption to FAA operations, with specific timeframes per facility - Compliance with FAA Statement of Work (SOW), Frequency Charts, and Department of Labor Wage Determinations - Products and Supplies (examples): - Cleaning supplies (liquid hand soap, sanitizer, paper towels, toilet paper, disinfectants, polishes, air fresheners, urinal deodorants, trash can liners, cleaning compounds, sanitizers) - Equipment (commercial vacuums, floor care machines, microfiber rags, mops, buckets, brooms, dust pans, signs for wet floors) - Personal protective equipment for cleaning staff - Services Line Items: - Janitorial services for each ATCT, base year plus four one-year option periods (total five years) - Includes labor, supervision, supplies, materials, tools, equipment, transportation, and insurance - Implementation of quality control plan, daily checklist maintenance, personnel training, safety compliance, and coordination with FAA staff - Unique/Notable Requirements: - Set aside for Service-Disabled Veteran Owned Small Businesses (SDVOSB) - Firm fixed price contract - Evaluation based on lowest priced, technically acceptable offer - No specific OEMs or product brands required; contractor must supply all necessary materials - Cleaning must be coordinated with FAA operational hours to avoid disruption - No OEMs or specific product manufacturers are named in the solicitation.
Description
The Federal Aviation Administration (FAA), Eastern Acquisitions, College Park, GA, is issuing Screening Information Request (SIR) Number 697DCK-26-R-00320, for Janitorial Service at Lancaster ATCT (LNS)– 211 Millport Road Lititz, PA 17543 Middleton ATCT (MDT) – Bldg. 511 Airport Drive Middletown, PA 17057 Middleton SSC – Bldg. 570 Airport Drive Middletown, PA 17057, Morristown ATCT- 4 Airport Rd, Morristown, NJ 07960 as detailed in the attached Statement of Work and Frequency chart in accordance with the Acquisition Management System (AMS) 3.2.2.2 Policy as supplemented with additional information included in this notice.
This is a firmed fixed priced (FFP) procurement for Set- Aside Service-Disabled Veteran Owned Small Business (SDVOSB) competition for Base plus 4 one-year option periods.

The contractor must supply all materials, supplies, and tools necessary to accomplish all tasks as outlined in the SOW. All materials and supplies must be in accordance with FAA SOW's and DOL Wage Determinations.

Proposals must be received by email no later than the specified date and time listed in block 8 of the solicitation document to Jennifer Walker-Gomez (aaq530proposals@faa.gov). Proposals will only be accepted at the email address provided and all other email address will be disregarded.
Any responses received after the closing date and time may not be considered in accordance with AMS provision 3.2.2.3-14, Late Submission, Modifications, and Withdrawals of Submittals.
This RFO is not to be constructed as a contract or a commitment of any kind. The Government shall not be liable for payment of any costs attributed to preparation and Submission of required proposal documentation.
