INTENT TO SOLE SOURCE

The United States Air Force, AFLCMC/PZIBA, Wright-Patterson AFB, Ohio 45433-5344 publishes this notice of intent to award a sole source contract for informational purposes only. This proposed action is for the acquisition of furniture for the Air Force AFLCMC/ENRX located at Wright Patterson AFB, Ohio 45433.

The Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1) The Contracting Officer has determined that only one source is reasonably available: Elements IV Interiors

This proposed procurement will be a Sole Source under North American Industry Classification System code (NAICS) 337214 Office Furniture (except Wood) Manufacturing. Business size standard is 1,100 employees. 

The proposed source is Elements IV Interiors, 3680 Wyse RD Dayton, Ohio 45414, United States.

This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, quotation, or exception to the intent to purchase on a sole source basis, which shall be considered by the Government if received within five (5) days of this notice. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

In order to comply with RFO 6.103-1, the reason for lack of competition is as follows: The proposed vendor, Elements IV Interiors, is the only known source in the WPAFB area under the Department of the Air Force (DAF) Office Workplace Furniture (OWF) program able to satisfy the Government's requirements. Current existing workstations are Haworth products and additional workstations would need to be compatible with existing furniture for product consistency and reconfiguration options. This manufacturer's furniture contains proprietary connectors and warranty claims of same manufacturer are required. Both AFLCMC/ENRX and contracting personnel utilized subject matter experts with experience for this requirement and vendor outreach but were unable to find other resources that were able to meet this requirement.
